Texas cancer agency OK'd faulty $11M grant

(AP) ? Leaders of Texas' embattled $3 billion cancer-fighting effort approved an $11 million grant to a biomedical company even though the proposal wasn't reviewed, according to an internal audit that deepens the troubles of a state agency that has been denounced in recent months by some of the world's top scientists.

The discovery was uncovered during an internal review of the Cancer Prevention and Research Institute of Texas. The award to Peloton Therapeutics Inc. in 2010 was among first ever handed out by the agency, and remains one of its largest taxpayer-funded grants to date.

The Associated Press on Thursday first reported the audit's findings, which were later announced by the agency.

Tim Kutzkey, Peloton's acting chief executive officer, declined comment and referred questions to CPRIT. In a statement, the agency said the Dallas-based company was unaware that "CPRIT processes had not been followed."

The cancer institute is home to the nation's second largest pot of cancer-research money, behind only the National Institutes of Health, and has awarded nearly $700 million. But it has come under intensifying scrutiny as several scientists, including two Nobel laureates, resigned in protest claiming the agency was charting a new politically-driven path that put commercial interests before science.

The Peloton revelation is the latest blow to CPRIT, which launched in 2009 to widespread acclaim among scientists and cancer survivors but has spent the past year unraveling. Dozens of scientists have resigned from the agency's peer review panels en masse in recent weeks, some of whom criticized the fund for "hucksterism" and "suspicion of favoritism" on their way out the door.

Pelton's application would have been presented to the agency's oversight committee by Jerry Cobbs, the agency's chief commercialization officer. Cobbs announced his resignation this month, and his last day was set for Friday.

Members of the oversight committee are appointed by Gov. Rick Perry and other state elected leaders. The panel has the final say on whether an award is funded, but under agency rules, all applications must be reviewed by an outside panel of peer reviewers who evaluate the scientific and commercial merits of the proposal.

The agency's statement did not explain how Pelton's application made it through the process without anyone noticing that a review never took place. It only said that Cobbs "improperly included" the proposal in a slate of other recommendations to the oversight committee in December 2010.

Attempts by the AP to reach Cobbs were not immediately successful Thursday evening.

Bill Gimson, the executive director of CPRIT who vowed that his reeling agency would recover from the growing onslaught of criticism at its annual conference in October, said in response to the audit's findings that the agency must have the state's trust.

"We proactively initiated this comprehensive review in the effort to be transparent and ensure good stewardship," Gimson said.

Peloton's funding has been halted and that the company's application is undergoing a second review, the agency said.

Started behind a push led by cancer survivor Lance Armstrong and Perry, CPRIT spent most of its first five years basking in praise and industry awe of the unprecedented amount of taxpayer dollars committed to a state-run, cancer-fighting effort. But those plaudits abruptly gave way to rebukes starting in May, and the fissures came from within.

Dr. Alfred Gilman, the agency's chief scientific officer and a Nobel laureate, announced his resignation following a $20 million award that never received a full scientific review. The money was for a so-called incubator project at M.D. Anderson Cancer Center in Houston, one of the country's top research institutes.

Gilman accused the agency's oversight board of ramrodding the project through the application process, despite the proposal being just six pages long. Gimson has said the type of proposal didn't require a full scientific review under agency rules but has since conceded missteps in how that award was handled.

Rdio iOS, Android App Update

Online music service Rdio today rolled out revamped versions of its Android and iOS apps that that provide a cleaner, more minimal look and feel inspired by the firm's recent desktop update.

With a new UI comes new features, and iOS and Android users can now discover the possibilities with new side-bar navigation, which appears on the left side of the screen to provide Your Music, Settings, Playlists, and more. Additionally, the infinite scroll option allows continuous exploration by loading more content as users scroll through lists of songs in heavy rotation, top charts, and new releases. Music can be played any time with the Offline Mode setting.

Most notably, a new remote control function now lets users pause, skip, or play a station on another device, from anywhere. By clicking "Play Here Instead," the in-use device will pick up the radio feed right where the laptop left off.

The update replaces the grey homepage that featured a colorless list of icons with large, colorful music thumbnails that tap into Rdio's 18 million songs.

The latest Rdio app (version 2.0 on iOS, version 2.4 for Android) is currently available in the Apple iTunes Store and the Google Play store. Both apps provide free options, but can be upgraded to on-demand and ad-free with an in-app subscription for $14 and $9.99, respectively.

Palestinians witnessed the funeral of their hero and longtime leader eight years ago, but conspiracy theories surrounding his death have never been laid to rest.

Many are convinced their icon was the victim of assassination by Israeli agents, and may have been poisoned wittingly or unwittingly by a Palestinian. They may remain convinced of that, whatever the outcome of this autopsy.

Arafat's body was uncovered in the grave and samples removed without moving the corpse. The tomb was resealed in hours and wreaths placed by Palestinian leaders including Prime Minister?Salam Fayyad.

The head of the Palestinian investigation committee, Tawfiq Tirawi, said the procedure went smoothly. A Palestinian medical team took samples and gave them to each of the Swiss, French and Russian forensic teams.

"We need proof in order to find those who are behind this assassination and take it to the ICC (International Criminal Court)," he said.

"Israel?is occupying our land, and assassinations are not new, they have committed several, publicly and secretly ... what's to stop them from assassinating?Abu Ammar (Arafat)?"

French magistrates in August opened a murder inquiry into?Arafat's death in?Paris?in 2004, after a Swiss institute said it had discovered high levels of polonium on clothing of his which was supplied by his widow,?Suha, for a television documentary.

"The state of the body was exactly what you would expect to find for someone who has been buried for eight years," Health Minister?Hani Abdeen?told a news conference. "There was nothing out of the ordinary."

Results in spring 2013?

Jordanian doctor?Abdullah al Bashir, head of the Palestinian medical committee, said about 20 samples were taken and analysis would take at least three months.

"In order to do these analyses, to check, cross-check and double cross-check, it will take several months and I don't think we'll have anything tangible available before March or April next year," said?Darcy Christen, spokesman for Lausanne University Hospital in Switzerland that carried out the original tests on?Arafat's clothes.

Ratan Tata positive, says India's outlook not as bad

Tata Group head Ratan Tata has said that though India had many changes of government, the outlook 'might not be as bad' as one might think.

However, Tata, who was awarded an honorary Doctorate of Business from the University of New South Wales, said he feels that the fabric of Indian values and ethics was 'slowly deteriorating', especially in the business community.

He made it clear that his group, India's largest conglomerate, was based on strong ethics and would not participate in corruption and bribery.

He said many democracies would also have to find ways of 'enforcing what they want to do if they want to move forward'.

"Australia is a vibrant economy," Tata said. There were areas of high technology where Australia was 'at the forefront' and India could benefit from this.

"India seeks some of the technology that Australia produces," the 74-year-old chairman of Tata Group said.

At the same time, he said India had a much larger population of some 350 million middle class consumers, which would grow as high as 600 million.

Trade between Australia and India has soared over the past decade, growing from $3.1 billion in 2000 to more than $21 billion in 2011.

Demand for Australian commodities such as coal, wool and copper is driving the trade, but education is also a large and growing aspect of the relationship.

"It would be terrific to see Australian companies have products which could have access to a market of that scale," Tata said.

He said there needed to be more interchange between the people of Australia and India, including student exchanges and internships.

"There needs to be a greater bonding of people, which will come from such moves," he said.

Tata said he would like to see his company do more business with Australia. At the moment, its main business in Australia is buying iron ore and coking coal.

The group includes software, chemical and steelmaking operations.

It owns Jaguar and Land Rover, and produces India's small car, the Nano. Tata also owns the Taj hotel chain.

Vice chancellor Fred Hilmer described Tata as 'a brilliant businessman both in India and internationally' and a 'driving force behind the resurgence of India as an economic and world power'.

Movado sets 75-cent special dividend, ups guidance

PARAMUS, N.J. (AP) ? Movado Group Inc. on Wednesday announced a special cash dividend, the latest in a string of companies to set one-time payments before the end of the year, and lifted its guidance for the year after a strong fiscal third quarter.

Shares rose $1.79, or 5.6 percent, to $34.02 in premarket trading.

The Paramus, N.J., company's special 75-cent dividend will be paid in December, as will its regular quarterly dividend of 5 cents.

Many companies are making special end-of-year dividend payments or moving up their quarterly payouts because investors may have to pay higher taxes on dividend income starting in January.

Investors have paid a maximum 15 percent on dividends since 2003. But that rate will expire in January, rising to as much as 43.4 percent for the highest earners, unless Congress and President Barack Obama reach a deal on taxes and government spending. Even if there is a compromise, there's no guarantee that the tax rate for dividends will remain at its current level.

Movado, which designs watches and runs stores in the U.S., also raised its adjusted profit guidance for the year ending in January to $1.50 per share from $1.40 per share. Analysts polled by FactSet predict earnings of $1.47 per share. The period includes the critical holiday shopping season.

The company still projects revenue of $510 million, in line with analyst expectations.

Net income in the August-October quarter more than doubled, to $34.5 million, or $1.34 per share, from $16.4 million, or 65 cents per share, in the same quarter last year.

The recent quarter's results included a $9.9 million tax benefit. Excluding that, the company said it posted an adjusted profit of 67 cents per share. Analysts expected a profit of 61 cents per share.

Revenue rose 12 percent to $160.2 million from $142.6 million.

Jon Gruden offered NFL ownership to become Tennessee's next football coach?

They call the college football coaching carousel the ?crazy season,? and they call it that with good reason: From the time the first coach is fired, straight up until the last one is hired, college football basically turns into one big high school cafeteria. Rumors all of a sudden become fact, innuendo becomes iron clad, and the only person?s word you can trust is? well, no one?s actually.

Still, as crazy as it gets, there is still the occasional rumor that is so far-fetched, so stunning, so gosh darn hard to believe, that everyone agrees on one thing: ?There?s no way that can be true.? ?

One of those rumors popped right after midnight on the East Coast Wednesday, involving the ex-NFL head coach of everyone?s dreams, Jon Gruden. It seems like just about every college program with an opening right now has their eye on Gruden, and each seems willing to top the last to get him.

Apparently though, the University of Tennessee has gone above and beyond everyone else, and has and not only offered Coach Chuckie the standard fare of cash, cars and women (well at least the first two, anyway), but also?

?are you ready for this?...

It seems too crazy to be true, until you remember that one of Tennessee?s biggest boosters is a guy by the name of Jim Haslam, who also happens to be the owner of the Cleveland Browns. And apparently he wants Gruden so bad, he?s even willing to hand over a piece of Brown pie to get him.

The news was first reported by News Channel 3 in Memphis. Here?s their report:

Knoxville, TN-News Channel 3 has learned former NFL coach Jon Gruden has a contract offer in hand from the University of Tennessee and a decision could be made as early as Wednesday. Part of the offer is Gruden getting a piece of the NFL?s Cleveland Browns, who were recently bought by Jim Haslam, one of UT?s biggest boosters who played on the Vols? national championship teams in the early fifties. He?s also the father of Tennessee governor Bill Haslam. A potential hangup could be over money Gruden may be owed by the Tampa Bay Buccaneers from his stint as head coach there that ended in 2008. The NFL is looking into the conflict of owning part of one team while getting money from another. Gruden is currently working as an NFL analyst for ESPN. He started his coaching career in 1986 as a graduate assistant at Tennessee where he met his wife, a former UT cheerleader. Gruden?s two head coaching stints in the NFL were with Oakland and Tampa Bay. He coached the Bucs to a Super Bowl win in the 2002 season.

Again, this all seems to be too crazy to be true, until you start putting the puzzle pieces together.

Since it became clear a few weeks ago that Derek Dooley would no longer be back at Tennessee, Haslam?s name has come up as one of the big kingmakers in Knoxville. Haslam- whose son is actually the governor of Tennessee- might not have the clout to name the next head coach, but he did have the cash to lure a big name, such as Gruden?s to town.

Now we?ll see if Haslam is able to put his money where his mouth is.

If the report is true, Gruden should make some sort of final decision on Tennessee by Wednesday.

Our hunch?

Gruden is a lot more likely to be in the ESPN booth next season calling Browns games, then in the ownership box watching them.

It can make a great gift for the right person, though, especially when they're not willing to shell out the cash themselves (as so few people are). Note: Most of these are monthly subscriptions, so you can gift them however you like. Giving someone a few months or a year of a service is a great gift that you can tweak for your budget, and leave yourself room for the same gift next year if they really like it.

It?may sound silly for the No.?1 item on our list, but it's the cheapest subscription you can give, costing only $3.99 a year (that's 33 cents a month), and it's something everyone should have. They may not know it, but a personalized domain name can come in extremely handy, and will only get more important as time goes on. They can post their online CV or resume there, redirect it to their Twitter or Facebook page, and further control how the Internet sees you. The quicker you snatch it up before someone else with the same name, the better. If you have a friend who still isn't backing up their data, it's the perfect time to give them the gift of bulletproof backup thanks to Crashplan. World shares, euro rise on Greek hopes, German data

NEW YORK (Reuters) - Global stocks and the euro gained on Friday on signs of progress in talks on releasing aid to Greece and after an influential German survey found business sentiment had improved in Europe's largest economy.

U.S. stocks rose for a fifth day, getting a lift from bellwether technology shares such as Intel and Microsoft , both up about 2 percent. An index of semiconductor stocks <.sox> gained 1.8 percent, while the S&P information technology sector index rose 1.6 percent.

Trading on Wall Street ended early after markets were closed Thursday for the Thanksgiving holiday. With many investors still on holiday on Friday, volume was low. About 2.8 billion shares traded on the New York Stock Exchange, the Nasdaq and the NYSE MKT, compared with the daily average for the year to date of 6.5 billion.

The light volume exacerbated moves, and shares of big-cap technology companies climbed as investors took advantage of the day's upward momentum to add to their positions.

"Anyone that was on the sidelines waiting for a pullback like the one we just had in some of the tech names, they're looking for any glimpse of strong price action for 'permission' to enter into those (stocks)," said Todd Salamone, director of research at Schaeffer's Investment Research in Cincinnati, Ohio

Microsoft helped lift the Nasdaq, gaining 2.8 percent to $27.70, while Apple Inc rose 1.7 percent to $571.50.

From mid-September to mid-November, the S&P tech sector shed about 13 percent as the broader market also dropped.

Research In Motion surged on optimism about its soon-to-be-launched BlackBerry 10 devices, which will vie against Apple's iPhone and Android-based smartphones. RIM was up 13.6 percent at $11.66.

Friday also marked the start of the holiday shopping season and gave investors a reason to scoop up retailers' shares on hopes that consumers will go out to spend en masse.

The Dow Jones industrial average was up 172.79 points, or 1.35 percent, at 13,009.68. The Standard & Poor's 500 Index was up 18.10 points, or 1.30 percent, at 1,409.13. The Nasdaq Composite Index was up 40.30 points, or 1.38 percent, at 2,966.85.

For the week, the Dow was up 3.3 percent, the S&P 500 rose 3.6 percent, and the Nasdaq gained 4 percent.

European shares posted their best weekly gain so far this year after rising for a fifth day on Friday. The FTSEurofirst-300 index of pan-European shares rose 0.6 percent to end at 1,110.45.

Germany's BASF and Bayer led a rally in chemical stocks after a German business morale index surprised with its first increase in seven months, raising the prospect that Europe's largest economy can regain some momentum.

Also helping the market, confidence in the global economic outlook got a big boost from the HSBC flash Manufacturing Purchasing Managers Index for China, which pointed to an expansion in activity after seven consecutive quarters of slowdown.

The Chinese data followed a report on Wednesday showing U.S. manufacturing grew in November at its quickest pace in five months, indicating strong economic growth in the fourth quarter.

The euro rose as high as $1.2943 on Reuters data, breaking above resistance at $1.2910, its 55-day moving average. It was last trading at $1.2941, up 0.5 percent on the day.

Against the yen, the euro also hit a seven-month high of 106.73 yen and was last at 106.65 yen, up 0.4 percent.

MSCI's world equity index was up 1.1 percent on Friday at 329.92 points. Earlier, MSCI's broadest index of Asia Pacific shares outside Japan rose 0.7 percent for a weekly gain of 2.6 percent, also its best week for two months.

Optimism about a deal to help Greece, hopes that U.S. lawmakers can agree on a solution to avoid a fiscal crisis, and data showing an improving global economic outlook have driven a rally in riskier asset markets this week.

Greece said the International Monetary Fund had relaxed its debt-cutting target for the country, suggesting lenders were closer to a deal for a vital aid tranche to be paid. But other sources involved in the talks cautioned that the funding gap was far bigger than Greece suggested.

"While we wouldn't want to understate the challenges of reaching agreement on Greece, news reports have described some of the remaining obstacles as technical and legal, and thus the hurdles to a deal do not seem insurmountable," said Nick Bennenbroek, head of currency strategy at Wells Fargo in New York.

Euro-zone finance ministers, the IMF and the European Central Bank (ECB) failed earlier this week to agree on how to get the country's debt down to a sustainable level. They will make a third attempt at resolving the issue on Monday.

U.S. government debt prices mostly dipped on Friday in light post Thanksgiving holiday trading. Bonds' safe-haven allure faded as investors scooped up stocks.

The benchmark 10-year U.S. Treasury note was down 4/32, with the yield at 1.6917 percent.

GOLD AND OIL GAIN

In commodities, gold rose above $1,750 an ounce for the first time in more than a month on Friday, gaining 1.3 percent as dollar weakness and options-related buying triggered a technical breakout.

Oil rose above $111 a barrel on Friday as the better-than-expected German business sentiment data helped ease worries about demand in the euro-zone economies, boosting the euro against the dollar, while fresh protests broke out in Egypt and led to supply concerns.

Brent crude futures were up 85 cents at $111.40 a barrel at 1734 GMT. U.S. crude was up 92 cents at $88.32. The U.S. market, which was closed on Thursday for the Thanksgiving holiday, will not issue a formal settlement price until later Friday.

On Thursday, Israel began withdrawing its army, which had been poised to invade the Gaza Strip in pursuit of militants that had fired rockets into Israel.

Although the Gaza ceasefire is holding, violence has emerged in Egypt. In Cairo's Tahrir Square, thousands of people participated in demonstrations against President Mohamed Mursi. Police fired teargas into the crowd in an attempt to disburse it.

Standard & Poor's Ratings Services bases its ratings on Oversea-Chinese Banking Corp. Ltd.

(OCBC) on the bank's "strong" business position, "adequate" capital and earnings, "adequate"

risk position, "above-average" funding, and "strong" liquidity, as our criteria define those

terms. The bank's stand-alone credit profile (SACP) is 'a'. The issuer credit rating on OCBC is

two notches higher than the SACP, reflecting the bank's high systemic importance in Singapore

and our view of a high likelihood of support from the government of Singapore (unsolicited

ratings AAA/Stable/A-1+; axAAA/axA-1+).

Our 'bbb+' anchor for OCBC draws on our Banking Industry Country Risk Assessment methodology

and our view of the economic and industry risks in the countries where the bank operates. The

economic risk score of '4' is based on the weighted average of OCBC's private-sector loans to

nonbanks in each country in which it operates. As of Sept. 30, 2012, Singapore accounts for

about 53% of such loans, Malaysia about 16%, with other Asia locations and the rest of the world

conditions in Asia. We also believe that OCBC will continue to diversify geographically to

offset domestic margin pressures.

We expect OCBC's risk-adjusted capital ratio to stay above 7% over the next two years. This

is based on the assumption that loan growth will be in the mid- to high-single digit range and

that the bank's profit generation and retention will keep pace with the growth. In our view, the

bank's net interest margin will remain under pressure; however increased contributions from its

private banking and fee-related business lines will offset the risk. Our expectation is also

based on our view that OCBC will maintain a reasonable dividend payout and continue to maintain

capital buffers.

Our assessment of OCBC's risk position reflects our view of the bank's straightforward

commercial banking business model. In our view, OCBC will continue to pursue measured expansion

in emerging markets, such as China and Indonesia, which are inherently more risky. However, we

expect OCBC's asset quality to remain sound due to a combination of prudent credit risk

management and stability in the bank's key markets of Singapore and Malaysia.

OCBC's large, stable retail deposit base and established franchise in Singapore underpin its

funding profile. The bank benefited from deposit inflows during periods of financial turmoil,

when smaller foreign banks were scaling back and losing deposit share. In addition, we assess

OCBC's liquidity as strong because of the bank's rich pool of liquid assets. OCBC's retail

customer funded model reduces the need for short-term wholesale funding and supports our view.

Cheap Kitchen Cabinet Upgrades That Look Expensive - Articles ...

undefinedIn the hierarchy of kitchen remodeling, replacing cabinets is king?no other improvement does more to transform both the look and function of the space. At the same time, all-new cabinets tend to cost more than any other element and often mark the dividing line between a makeover and a full-blown renovation, complete with a home equity loan and weeks of microwaved meals. But the fact remains that if your kitchen needs some sprucing up, you can't ignore the cabinets. No problem. There are plenty of ways to give yours some love (without letting them know you're working with a small budget).

Painting or Refinishing?Maybe

The most ubiquitous idea for an easy cabinet upgrade has to be painting or refinishing. And this makes sense; it's a lot of hard work, but it can yield a dramatic change at a cost that's dramatically lower than full replacement or even adding new doors and refacing the boxes. But here's a caveat that's a lot less common than the idea itself: Don't expect a factory-quality finish. DIY-painted cabinets have brush strokes and muddled details, and standard paint isn't nearly as durable as the stuff that manufacturers use. Stripping, sanding and refinishing stained cabinets is a ton of work, and getting stain just right takes years of experience (you can certainly wing it; you just need to have realistic expectations). Bearing this in mind, painting or refinishing cabinets often is a good idea if their existing finish is really bad and can't be substantially improved with a good cleaning. So start with that, try on some new hardware (see below), then decide whether repainting or refinishing is really worth it. If so, take the time to do it right, and you'll likely be happy with the results.?

New Hardware

Replacing cabinet hardware is an absolute no-brainer. Start with the knobs or pulls for all the doors and drawers. You can also replace the door hinges if they're visible, but often you can get away with keeping the old ones. Choosing new hardware is fun, and replacing the pieces is so easy and satisfying that you'll feel like those happy can-do couples in the TV ads for home improvement stores. This job really is that simple?IF you select new hardware that fits the old holes in your cabinets. Of course, it's possible to make new holes, but this is harder than it seems and works well only if you're repainting the cabinets. And by the way, spackle or caulk won't hide the holes under paint; they'll shrink on you every time. You have to use a non-shrinking wood putty or an auto body filler, both of which require sanding for a flush surface.??

Pullout Shelves

If you've peeked into a cabinet showroom or catalog in the past decade or so, you know that these days it's all about pullouts. Pullout shelves, pullout trash and recycling bins, pullout spice organizers, pullout everything. And unlike cold granite slabs, this is a kitchen trend that's not going away, because pullouts are a great idea. They're also absurdly pricey when you buy them off the shelf.

Making your own pullouts is really quite doable. A pullout shelf essentially is a wooden tray with drawer slides. A pullout trash bin can be a tray (on which you set the bins) or a slide-out shelf with holes cut in it (for suspending the bins by their rims). Look around online for good tutorials on building your own pullouts, and keep in mind that slides can go at the sides, as with standard drawers, or underneath, using "undermount" slides, which can be surprisingly strong. For a quality look, build your pullout frames with solid hardwood or furniture-grade plywood, such as Baltic birch (call a lumberyard or hardwoods supplier for info; the box stores don't carry premium plywood).

Wood Panels to Glass

If you have traditional frame-and-panel cabinet doors, you swap out the wood panels for glass, creating an expensive-looking accent for little more than the price of the glass alone. The hardwood frames of these doors provide the structural integrity; the panel actually "floats" inside grooves in the frame's edges. Use a router and a straight-cutting bit to cut out the backside of the grooves, remove the panel and add a piece of precut glass, securing the glazing with plastic glass clips and screws. The glass can be plain, textured, frosted, beveled, etc., but for safety it's best to use tempered glass, which you can buy from any local glass company. Mixing glass-front cabinets and plain wood cabinets is also an attractive option. A good example is Dallas architect Eddie Maestri's farmhouse-style kitchen, in which a Dallas carpenter installed both glass-front and plain panel cabinets, creating a rustic and light look.

Task and Accent Lighting

All well-designed kitchens have good lighting, and this always includes undercabinet lights. The nice thing here is that you don't have to splurge for nice-looking fixtures because you don't have to look at the fixtures. That is, if you have standard cabinets with faceframes; with Euro-sytle frameless cabinets, you might want to spend extra for more attractive lighting, but there's no reason to go overboard because the fixtures aren't prominent. Standard wall cabinets have a recess underneath that nicely hides "slimline" fluorescent fixtures. This is all you need to create an upgraded look and vastly improve the usability of your countertop work areas. Don't go for halogen puck lights, which are inefficient and put out way too much heat both below and above the cabinet's bottom panel. As for above-cabinet accent lighting, the same no-see-um benefit applies. This can be as simple as snaking a rope light on top of a bank of cabinets or adding a few uplights to play off the ceiling. In any case, it's the light?not the fixture?that creates a custom look.?

New Rules for The New-Construction Market - TOPTEN New Homes ...

new-construction marketLike much of the real estate market, the new-construction sector is starting to turn a corner. Builder confidence, buyer interest and construction lending are all on the rise. However, after being beaten down financially during the downturn, builders today are more inclined to pass along the onus of obtaining financing to buyers as opposed to providing it themselves.

Positive trends all around

Mike Kinane, senior vice president for retail lending products with TD Bank in Cherry Hill, N.J., says that the bank is seeing about a 20 percent increase in construction lending in 2012 compared to last year. He attributes the increase to rising confidence on the part of buyers who feel better equipped, in part thanks to record-low mortgage rates, to handle the added costs of new construction.

But it?s not just buyers who are feeling more confident ? home builders are the most confident they?ve been in years. According to the National Association of Home Builders/Wells Fargo Housing Market Index , builder confidence is at its strongest level since near the peak of the market in June 2006.

Furthermore, with housing starts and building permits at their highest points since July 2008 , construction activity is definitely on the rise.

But despite the positive trends in recent months, builders remain guarded against potential losses and have thus changed the way they fund new projects.

Brave new market

Construction was the one of, if not the hardest-hit industry following the downturn. Before the recession, many big builders had their own finance companies that made loans readily available to prospective buyers. But builder finance companies were depleted during the downturn leaving financing options through builders far less available.

Perhaps that?s the biggest change to the new-construction market today verses yesteryear: more buyers are the ones responsible for securing financing, not the builder. And with such strict lending conditions, securing a construction loan today is no easy task.

Another change that comes with an improving construction market is the amount of incentives builders are offering. Not that long ago, builders were throwing in everything from new appliances to brand-new cars to get buyers in the door. Now, according to industry sources, these incentives are beginning to disappear as the market continues to improve.

Stephen Melman, director of economic services with the NAHB in Washington, D.C., says incentives have ?backed down from the peak. It?s not quite as many and the value of the incentives isn?t quite as great.? For instance, builders may offer some additional items that the buyer will appreciate but don?t cost too much, such as an upgraded cabinet or a bit of landscaping.

Another interesting change has been the increase in the size of new homes. A recent survey from the American Institute of Architects ? (AIA) found that: 8 percent of surveyed architects said they are building larger homes than they were last year. ?This is significant because it represents a reversal of a trend that has been going on for six years,? said Kermit Baker, chief economist for AIA in Boston.

Martha Finkley, senior manager with national homebuilder KB Home in Los Angeles, agrees, saying in an email that the average square footage of their new homes has increased over the last couple years. The average square footage of KB?s new houses in Sacramento alone has gone up 24 percent in two years.

Financing new construction

Most banks offer what?s known as a construction-to-permanent loan, which allows buyers to finance both the construction costs and the mortgage itself. During the construction period, the loan is typically interest-only and has a slightly higher interest rate than a standard mortgage.

Typically, lenders dole out the funds for construction to the builder in a series of installments over the construction period. The lender will make periodic inspections to ensure the construction is done properly.

According to the NAHB, a construction-to-permanent loan has several advantages, including offering ?buyers some valuable bargaining points for obtaining a lower sales price.?

New-home buyers struggling to come up with a sizeable down payment should consider FHA or VA construction loans, says Melman.

Buyer advice

Daria Pestone recently took out a construction-to-permanent loan with TD Bank to build a four-bedroom, four-and-a-half bath house in Greenwich, Conn.

Pestone found a builder who offered personalized service and fit within her family?s budget. In addition to saving for a down payment, Pestone advises buyers to save for the surprise costs they?re bound to encounter. ?Building your own home is an overwhelming process,? she says. ?I recommend really researching the builder. Make sure to have your financing in check. A lot of surprises can come along.?

As well, make sure that you?ve settled on a general contractor or builder before you start looking for a lender, since the lender will be looking for this when they are underwriting the loan, explains Kinane.

Wizards Lose To Pacers, Fall To 0-9 For Worst Start In Franchise History

WASHINGTON ? After his Washington Wizards, the only winless team in the NBA, dropped to a franchise-worst 0-9, coach Randy Wittman sat down for his postgame news conference, sighed loudly, took a sip of water and glanced at the stat sheet.

Wittman chose various ways to try to explain the Wizards' problems Monday night during a 96-89 loss to the Indiana Pacers, then tried to stand up ? somewhat ? for his players.

"I believe these guys can win," Wittman said. "I don't have any doubts. ... I come in here every day, thinking this is the night. I feel good."

Then he chuckled a bit, paused, and delivered the punch line: "I might be dumb."

There were boos from an announced crowd of 14,426 early as Washington fell behind 26-7, and again at the end, when the Pacers took what had become a one-point game and closed with a 10-4 run.

David West scored 13 of his season-high 30 points in the fourth quarter, while Roy Hibbert broke out of a slump with 20 points and 12 rebounds after getting a phone call at 11:30 p.m. the night before from Pacers coach Frank Vogel.

"He's always been supportive, and I appreciated the call," said Hibbert, whose mother yelled encouragement from her seat near the court. "He just expressed his support and care for me."

Hibbert, who played college home games for Georgetown at the Wizards' arena, scored in single digits in seven of the season's first 11 games, including only six points on 3-of-10 shooting in Indiana's 88-76 loss at the New York Knicks on Sunday.

"He told me he was going to have a big night," Vogel said.

Still without point guard John Wall, the No. 1 overall pick in the 2010 NBA draft, and starting center Nene ? and no one seems to be sure when either injured player will make his 2012-13 debut ? the Wizards have eclipsed their then-worst 0-8 start to last season.

"We're a team that plays in spurts, instead of the great teams that play 48 minutes," said guard Jordan Crawford, who scored 11 points on 2-for-12 shooting. "We're going to have work towards playing 48 minutes."

He was part of a starting lineup that shot 8 for 37 (22 percent) and finished with a total of 31 points, only one more than West alone.

"I don't know who to start, who to play, who not to play," Wittman said.

Sounding increasingly exasperated, he continued: "I'm looking down the whole roster, and if I had a cellphone, I'd be calling the waiver wire, trying to find another body. I mean, I'm just searching right now, searching for people to give me consistency."

The Wizards actually earned a standing ovation at the end of the third quarter after whittling a 20-point deficit to 71-67 on Shaun Livingston's jumper entering the fourth.

Washington went on an 18-2 run to close the third, including 16 points in a row, with rookie Bradley Beal scoring nine of his 18.

And when Chris Singleton made a jumper while getting fouled with 3 1/2 minutes left in the game, Washington suddenly was within 86-85. Alas, Singleton failed to convert the three-point play, missing the free throw that would have tied the score, and West's jumper at the other end put the Pacers back up by three.

Bioinspired robot meets fish: Robotic fish research swims into new ethorobotics waters

ScienceDaily (Nov. 20, 2012) ? New research is illuminating the emerging field of ethorobotics -- the study of bioinspired robots interacting with animal counterparts. They studied how real-time feedback attracted or repelled live zebrafish. The fish were more attracted to robots with tail motions that mimicked the live fish. The researchers hope that robots eventually may steer live animal or marine groups from danger.

Researchers at the Polytechnic Institute of New York University (NYU-Poly) have published findings that further illuminate the emerging field of ethorobotics -- the study of bioinspired robots interacting with live animal counterparts.

Maurizio Porfiri, associate professor of mechanical and aerospace engineering at NYU-Poly, doctoral candidates Vladislav Kopman and Jeffrey Laut and research scholar Giovanni Polverino studied the role of real-time feedback in attracting or repelling live zebrafish in the presence of a robotic fish.

Their findings, published in the Journal of the Royal Society Interface, show that zebrafish demonstrate increased attraction to robots that are able to modulate their tail motions in accordance with the live fishes' behavior.

The researchers deployed image-based tracking software to analyze the movement of the live zebrafish and provide real-time feedback to the robot. Porfiri and his colleagues found that zebrafish were most attracted to the robotic member when its tail beating motion replicated the behavior of "informed fish" attempting to lead "naive fish." When the robotic fish increased its tail beat frequency as a live fish approached, the zebrafish were likeliest to spend time near the robot.

This study shows the effectiveness of real-time visual feedback in efforts to use robots to influence live animal behavior. The findings may have particular application in wildlife conservation, where robotic members may be utilized to steer live animal or marine groups out of harms way.

"Ever since man has walked out of their warm safe caves there has always been a struggle with stronger more powerful beings for survival. Though what these beings didn't count on was that Man was blessed with two things that set him apart. Man was clever and their will for life was unmatched. The kind of creatures that, like how the stories say, go bump in the night along with those tall tales grandparents would recite. Humans needed to bridge that gap of power so they created weapons like bows, spears, and swords to fight these beings. Always a losing battle unless the human would outsmart those monsters. And those humans who got good at killing these monsters would be known as hunters. Stalking, praying, and killing on the same creatures who did the same to man, and as the years passed so did human hunting skills. Devolving stronger and better weapons due to wars which only thinned the line between the hunter and the pray. But as man?s understanding of science grew so did his disbelief in the creatures that once haunted his ancestors. The Para and Supernatural activity of ghosts, goblins, and witches all went dark of human understanding. The creatures like Bigfoot, Nessie, and thunderbird all just legends. But there are those that know the truth. That these monsters are still out there and the darkness that we humans have placed them in has only made them that much more dangerous. So it seems you have received a letter from the mysterious, John Smith. One would call that an honor if they knew who that was and what "Silver" was. Well if your an experienced Monster Hunter then you just might have an idea. Long ago a secret society with no name was established in the American Colonies when the English crown still had control. These men and women were trained hunters and detectives of the paranormal whose job it was to protect the people from the mysterious creatures of the night that the colonies may have had to deal with. A branch of an already existing secret society with no name that traces it's roots to medieval europe. Where in medieval europe? Well, no one really knows that. Though after America cut it's ties with Britain during the American Revolutionary War it seemed the secret society was here to stay. Staying funded by the money the government would funnel into the organization and it's members. Though denying the existence all together for the sake of keeping society as normal as it could be. As normal as a society could stay with the existence of creatures of all kinds. From folk lore to cryptozoology.

Setting: So the setting of the story will take place in 19th Century America. Around the year 1858 just after Japan has opened it's borders for Trade to America and only a few short years away from the Civil War. England is going through it's Victorian Age, America is known for it's Wild West, and Japan is still Feudal. Weapons are becoming more advanced. What went from single shot muskets goes into Colt's lever action rifles and single action revolvers. In the roleplay you take on the persona of a Monster Hunter who has either been a member of Silver or is becoming a member of Silver. Solving cases of different monster related actives. From the popular Vampires and Werewolves to hunting down creatures of Native American myth and tales. As well as Bigfoot, Thunderbird, Yeti, and other possibly large animals. Don't be fooled though because real magic is active in this universe still. Silver solving cases where Slaves have killed both masters and innocent people using voodoo as a tool of revenge. Demons are Hellish beings that like to play Human in order to steal souls.Vampires come in different versions with different weaknesses, but for one thing their body doesn't just turn to dust or fade away. So hunters have been hung for Murder when being unlucky enough to get caught by local authorities. A hunter might see a Vampire but the police only see a person. So Hunters need to cover their tracks. A few missions might be placed in Japan as Silver will be collecting hunters from around the world as America becomes a melting pot and immigrants may be bringing their magic and monsters with them.

Silver's Code:

5) One will not fight in the wars of their nation.
6) Do not tell the innocent who you are.
7) To expose the society is to become a traitor.
8) To kill your partner warrants death (unless extraordinary cases are present)

Note from GM: I do want your characters to really possess a slice of history. If your Native American think think about where you might live, most likely Oklahoma because of the Trail of Tears. If your African you most likely got here by being a slave. What's your character's history? Look up pre-civil war America if you have too.

Wal-Mart moves up dividend to avoid "fiscal cliff"

(Reuters) - Wal-Mart Stores Inc on Monday became the biggest corporation yet to move its planned dividend into late December from early January to help shareholders avoid a looming jump in the tax rate on payouts due to the so-called fiscal cliff.

The move by the world's largest retailer will give shareholders, including the family of founder Sam Walton, roughly $1.34 billion in total dividend payments taxed at the current rate.

Fiscal years for retailers typically end in late January, so their dividend payments often are timed differently from those of other types of companies. Exxon Mobil Corp, for instance, already planned for payouts in December.

"There are complex fiscal and federal tax rate issues that may not be resolved in the next few weeks, despite the ongoing good faith negotiations between the administration and Congress to resolve details related to the fiscal cliff," Wal-Mart said in a statement.

"In light of this uncertainty, the board determined that moving our dividend payment up by a few days to 2012 was in the best interests of our shareholders."

Teen apparel chains Hot Topic Inc and The Buckle Inc already said they would move dividends typically paid in January into December to allow shareholders to benefit from the lower tax rate set to expire this year.

Without action from Congress, the dividend tax rate will rise to the ordinary income tax rates, as high as 39.6 percent for top earners. Dividends are now taxed at 15 percent for the top four brackets and zero at the bottom.

In 2003, President George W. Bush and Congress cut taxes on capital gains and dividends, which mostly affect high-income taxpayers. These cuts are set to expire at the end of 2012.

President Barack Obama proposed raising dividend taxes back to ordinary income tax rates in his most recent budget, but many Washington insiders believe if a deal is struck, Democrats will settle on a rate of 20 percent.

Earlier this year, the Democratic-led Senate passed a bill extending the disputed Bush-era tax rates - letting rates for the wealthiest taxpayers go up. But within that legislation, Senate Democrats proposed a 20 percent dividend tax rate - not Obama's preferred higher rate. Add in the new investment tax from Obama's health care law, and dividend taxes would rise to 23.8 percent.

Dividend-paying companies including Altria Group Inc, AT&T Inc and Verizon Communications Inc are among those pressing lawmakers to avoid a tax hike, with executives and surrogates making frequent visits to Capitol Hill.

Wal-Mart Chief Executive Mike Duke was one business leader who met with President Obama on November 14.

"We encourage the White House and Congress to work together on an approach that includes additional revenue, comprehensive tax reform, and spending cuts, including entitlement reforms, to get our fiscal house in order while creating economic growth," Duke said in a statement released by the company after the meeting last week.

WEALTHY WALTONS NOT INVOLVED IN VOTE

The family of Wal-Mart founder Sam Walton owns roughly half the company's shares and probably would pay much higher taxes on dividends paid after December 31 unless Congress takes action.

Two of Sam Walton's sons, Rob Walton and Jim Walton, are board members, and Chairman Rob Walton's son-in-law, Gregory Penner, is also on the board. The Waltons and Penner recused themselves from the board discussion and vote on the dividend date change, Wal-Mart said.

Rob Walton and Jim Walton are the 9th and 7th richest Americans, respectively, according to Forbes. Two other members of the Walton family are also listed in the top 10.

Wal-Mart's board approved changing the payment date of the quarterly dividend of 39.75 cents per share to December 27 from January 2. The record date associated with the payout remains December 7.

Shares of Wal-Mart were up 0.8 percent at $68.58 in midday trading.
