China says 29 abducted in Sudan still being held (AP)

BEIJING ? Chinese state media say that none of the 29 Chinese workers abducted after an attack in a volatile region of Sudan have been freed despite reports saying some of the workers have been released.

The official Xinhua News Agency said Tuesday that the 29 road workers are still being held. It says 18 others fled, and 17 of those were rescued. One is still missing.

The workers were abducted Saturday by militants in a remote region in Sudan's south. Sudanese state media said Monday that 14 of them had been freed.

The Chinese ambassador to Sudan, Luo Xiaoguang, said on Chinese state television that anti-government rebels attacked the road project the Chinese were working on.

ATHENS, Greece (AP) ? Greece and its private creditors are very close to a deal that will significantly reduce the country's debt and give it more time to repay the rest of what it owes.

After three hours of talks with Prime Minister Lucas Papademos and Finance Minister Evangelos Venizelos on Saturday, creditor representatives Charles Dallara and Jean Lemierre issued a statement saying the two sides were "close to the finalization of a voluntary (private sector involvement) ... We expect to conclude next week as discussions on other issues move forward."

The statement also referred to "the framework expressed publicly earlier this week by Luxembourg Prime Minister Jean-Claude Juncker in his capacity as Chairman of the Eurogroup."

The reference suggested the creditors had agreed with Juncker's proposal that the new bonds to be issued by Greece in place of the old ones should have an interest rate "clearly below 4 percent." The rate had been the main sticking point in the two-week-long talks as creditors had demanded a higher one.

Dallara, managing director of the Institute of International Finance (IIF) and Lemierre, senior adviser to the chairman, Banque BNP Paribas, represented banks, insurance companies and other private holders of some euro206 billion ($270 billion) in Greek bonds.

While the details are not yet final, it is expected these bondholders will accept a 50 percent writedown in the value of their bondholdings, meaning Greece's debt will be reduced by just over euro100 billion. The maturities in the new bonds will also be longer.

An agreement with private creditors is also seen as a prerequisite for Greece to get a second, euro130 billion bailout from its EU partners and the International Monetary Fund, although there are other issues involved before Greece can get that aid.

The EU and the IMF have already signed off on a euro110 billion aid package, in May 2010, most of which has already been disbursed.

Dallara and Lemierre will leave Greece on Sunday and "will remain in close consultation with Greek and other authorities," the creditors' statement said.

Australia PM reunited with shoe lost at protest

Australian Prime Minister Julia Gillard is rushed out of a Canberra restaurant by security agents on Thursday, losing a shoe in the process.

Australian Prime Minister Julia Gillard is on firm footing again.

A blue suede shoe that she lost as she was hustled away by security officers from a Canberra restaurant that was surrounded by aboriginal-rights protesters has been returned.

Gillard lost the size-8 shoe off her right foot on Thursday when she stumbled during the rowdy fray, and it was scooped up by protesters. One protester gleefully raised the footwear above her head and shouted, ''Gingerella, come get your shoe.''

On Friday night, someone returned the shoe to a security guard outside the main entrance at Parliament House, AAP reported.

Meanwhile, the fallout from the fracas has led to the resignation of one of Gillard?s press secretaries, Tony Hodges. He acknowledged tipping off protesters that Oppositionn Leader Tony Abbott was going to be at the Canberra restaurant with the prime minister at an award ceremony to mark Australia Day, The Sydney Morning Herald reported.

The restaurant where Thursday's clash occurred is close to the so-called Aboriginal Tent Embassy, where the protesters had demonstrated peacefully earlier in the day. That long-standing, ramshackle collection of tents and temporary shelters is a center point of protests against Australia Day, which marks the arrival of the first fleet of British colonists in Sydney on Jan. 26, 1788. Many Aborigines call it Invasion Day because the land was settled without a treaty with the traditional owners.

Abbott was the focus of much of the protesters' rage. The Tent Embassy celebrated its 40th anniversary on Thursday, and Abbott had earlier angered activists by saying it was time the embassy "moved on." Abbott said Friday that his comment had been misinterpreted, and that he never meant to imply the embassy should be torn down.

Meanwhile, the makers of Gillard's now-famous "missing" shoe are hoping to cash in on her Cinderella moment. Melbourne-based Midas?plans to release a new version of the shoe dubbed the "Julia," the Herald Sun reported.

In his State of the Union address, he once again invoked the ?Buffett Rule?, which is little more than a fig leaf to allow Obama to raise taxes. But what about some other ?Buffett Rules??

Spending

What is the Buffett Rule on spending? Does Warren Buffett agree with President Obama that we should spend 150% of what we take in? Did Warren Buffett become one of the richest men on the planet by spending 150% of what he takes in and borrowing the shortfall? I think Buffett?s counsel would be to live within our means; don?t spend more than you take in, but I didn?t hear President Obama invoke the ?Oracle of Omaha? when he submitted his budget to the Senate that was voted down 97-0. I didn?t hear Obama mention spending at all other than to say some nonsense about cutting spending by $2 trillion over ten years. At the rate we are going that level of spending ?cuts? will mean we are $8 trillion deeper in debt ten years from now rather than $10 trillion. We need to cut $1 trillion in spending next year. So let?s hear what Buffett has to tell Obama about spending.

Warren Buffett is regarded as a masterful investor. What?s the Buffett Rule on investing? President Obama took credit for saving the auto industry. Really? If that is his idea of a good investment why does the price of GM stock have to rise to $52 before the American people?s investment to break even? GM stock is currently trading around $25. How many people are expecting GM?s stock to double in the near future? Or is it more likely that union contracts will once again, drag GM beneath the waves? My research indicates that Warren Buffett does not hold any GM stock. I wonder why? I do know that Warren Buffett made a very tidy profit by investing in Goldman Sachs. Meanwhile American taxpayers, you know, the ones who are under taxed, bailed out that company and many others. How much did Buffett invest in Solyndra? How much money is Warren Buffett investing in high-speed rail in California? Why should the American people believe that someone who has never held a job in private industry (Obama) is suddenly the smartest venture capitalist in America? How big of a portfolio do the real venture capital firms put in the hands of new hire fresh out of college? But this president takes billions of our tax dollars and squanders them on his pet projects and then lectures us how we need to invest in our future when they go belly up. When is Warren Buffett going to tell him to stop?

The Buffett Rule on Taxes

At the State of the Union address we were introduced to the famous secretary of Warren Buffett. She?s the poor woman who pays a higher tax rate than Mr. Buffett on her income. It is estimated that the poor dear makes between $200,000 and $500,000, otherwise she would not be paying double the tax rate of Buffett. That could put her solidly in the top 1% of earners in the country, if she is at the high-end of that range (the top 1% is earnings above $343,000). So Barack Obama actually lamenting that the top 1% is over taxed? Of course not. It is not about who is paying too much, it is about who is not paying enough.

The problem is spending, plain and simple. There are not enough rich people in America, even if taxed at 100% to close the budget gap. What Obama is doing is class warfare. Let?s get people angry enough at the wealthy so that Obama can then link the wealthy to the Republicans and sneak back into a second term.

If Obama thinks he is playing by the rules, Buffett?s rules, then he should at least play by all of them.

Family's Mental Disorders May Shape Your Interests (LiveScience.com)

A brother with autism or a grandmother with depression could help determine which subjects you find intellectually engaging, according to new research that reveals a link between family psychiatric history and interests.

The research, a survey of 1,077 incoming Princeton University freshmen in the class of 2014, posits a genetic influence on personal interests. For example, students who planned to major in the humanities or social sciences were twice as likely as other students to report a family member with a mood disorder or substance abuse. Wannabe science and technology majors, on the other hand, were three times as likely as other freshmen to say they had a sibling on the autism spectrum.

The results are preliminary and based on self-reports, so researchers can't say for certain why these links exist. But according to study researcher Sam Wang, a professor of molecular biology and neuroscience at Princeton, the data is consistent with the idea that interests are partially heritable.

During the past several decades, Wang said in a statement, various researchers have found that, in certain people and their relatives, mood or behavior disorders are associated with a higher-than-average representation in careers related to writing and the humanities, while conditions related to autism exhibit a similar correlation with scientific and technical careers. Interests and disorders

But those studies involved people with demonstrated aptitudes for their careers ? published poets, working scientists and active artists, for example. Wang and his colleagues wanted to cast a wider net.

"[W]hat if there is a broader category of people associated with bipolar or depression, namely people who think that arts are interesting?" Wang said. "The students we surveyed are not all F. Scott Fitzgerald, but many more of them might like to read F. Scott Fitzgerald."

So the researchers chose to look at incoming freshmen, a group old enough to know what they like but too young to be on a set career path. (Princeton students aren't required to pick a major until their sophomore year.)

The researchers asked the students what major they would choose based on their intellectual interests. They also asked them if their parents, siblings or grandparents had a history of mood disorders (such as depression or bipolar disorder), substance abuse or autism-spectrum disorders. All of these disorders have a moderate-to-strong genetic component.

The researchers found that students interested in humanities and social science were more likely than others to grow up with relatives with depression, bipolar disorder or substance abuse. Students interested in science and technology were more likely than others to have a sibling with autism.

These links the researchers found, reported today (Jan. 26) in the journal PLoS ONE, have a long history in pop culture. Poets such as Sylvia Plath are known for their struggles with depression. Aristotle himself is supposed to have said that people "eminent in philosophy, politics, poetry and the arts have all had tendencies toward melancholia."

In more recent culture, ties between autism and technology abound. Take Silicon Valley, where techie personalities and the autistic disorder Asperger's are said to go hand in hand. In multiple studies, University of Cambridge autism researcher Simon Baron-Cohen has found a higher prevalence of autism disorders in families of engineers and mathematicians. ?A 2001 article in Wired magazine on this "geek syndrome," by writer Steve Silberman, explored the possible link.

"Though no one has tried to convince the Valley's best and brightest to sign up for batteries of tests, the culture of the area has subtly evolved to meet the social needs of adults in high-functioning regions of the spectrum," Silberman wrote. "In the geek warrens of engineering and R&D, social graces are beside the point. You can be as off-the-wall as you want to be, but if your code is bulletproof, no one's going to point out that you've been wearing the same shirt for two weeks."

Genetic influences

This is not to say that everyone who enjoys computer programming fits on the autism spectrum, or to insinuate that having a bipolar parent destines a person for an English major. But Wang is not the only researcher to find links between heritable disorders and family interests. In November 2011, for example, researchers reported in the British Journal of Psychiatry that people with bipolar disorder, as well as their healthy immediate family members, were more likely to hold "creative" jobs in the arts or sciences than people without a family history of the disorder. Parents and siblings of people with schizophrenia showed the same tendencies. [Creative Genius: The World's Greatest Minds]

Researchers can't yet rule out environmental influences, such as the experience of growing up with a mentally ill family member. But the correlations suggest a common genetic path between certain interests and certain mental disorders, Wang said. These genetic traits might manifest as a love of language in one person, but go haywire in another and produce mood disorders.

"Everyone has specific individual interests that result from experiences in life, but these interests arise from a genetic starting point," Wang said. "This doesn't mean that our genes determine our fate. It just means that our genes launch us down a path in life, leading most people to pursue specific interests and, in extreme cases, leading others toward psychiatric disorders."

Authorities to end camping at Occupy DC sites

Federal park authorities in the nation's capital told Occupy protesters at two sites on Friday that they will begin enforcing park rules that prohibit camping -- a move seen by the activists as a "slow creep" aimed at whittling down their?demonstration in Washington, DC.

The National Park Service said in a flier that?starting Monday at noon?it will begin to enforce?regulations?prohibiting camping and the use of temporary structures for camping. Individual violators may be subject to arrest and their property subject to seizure as evidence, the flier said.

Three?officers will be on hand to monitor the situation, try to get protesters to comply and make arrests or seizures as needed, Carol Johnson, a NPS spokeswoman, told msnbc.com. Compliance entails removing all camping materials and leaving one side of all temporary structures open.

?People can be there 24 hours a day, but they can?t live there, they can?t sleep there,? Johnson said. ?This has been something in the works for some time. I mean what we?ve been trying to do is use measured and progressive means to get people into compliance.?

?We still do back the First Amendment, and it is their right. It is not their right to camp. And ... we would,?you know,?support them if they came into compliance and they had a vigil and they had tents that were there for logistical or symbolic purposes,? she added. "They can occupy as a vigil but not camping."

More than 80 arrests have occurred at the two sites, including for public urination, drunkenness, assault and drug use, she noted.

Many of the Occupy camps were closed across the country last fall and early winter, and the sites in the nation's capital were two of the bigger outfits remaining. Occupy Wall Street, which was evicted in mid-November, holds its general assemblies in their former camp site, while other group meetings are held elsewhere.

Justin Jacoby Smith, a 25-year-old activist with OccupyKSt, said that the protesters were conducting a 24-hour vigil in line with the NPS use guidelines for the site and that he thought people were "incorrectly" reading the NPS moves as an eviction notice.

"I don?t think that?s what we?re dealing with here. I think what we?re seeing from the park police is a sort of very slow creep of their enforcement of this so-called no-camping rule," he said, adding that he thought the enforcement was also ?just another part of that broader strategy of trying to whittle down the (protester) numbers slowly.?

The Park Service noted that two "compliant" 24-hour First Amendment vigils have been?running in Lafayette Park and near the Vietnam Veterans Memorial since the early 1980s. Johnson said they were "very small" vigils.

The House of Representatives' Oversight and Government Reform Committee held a hearing on Tuesday about the McPherson Square encampment.

"Late is better than never," Chairman Trey Gowdy, R-SC, said in a statement after learning of the park service notice.?"Lady Justice is blindfolded for a reason: so as not to see who is in front of her. I continue to wonder whether others who are 'camping' in national parks would have been afforded a 100-day grace period before the law was enforced."

Long lines to bid farewell to Paterno (AP)

STATE COLLEGE, Pa. ? Decked out in Penn State hats and jackets, students and townspeople stood in a line more than a quarter-mile long Tuesday to pay their respects to Joe Paterno, the coach who for nearly a half century was the face of their university.

Mourners stood in a line along a main campus artery for the chance to file past Paterno's closed casket at the campus spiritual center during a 10-hour public viewing session.

They were preceded by Paterno family members ? the coach's son, Scott, was seen going in and out of the event ? and the Penn State football team, both present and past. Players wore dark suits and filed out of three blue Penn State buses, the same buses that once carried Paterno and the team to games at Beaver Stadium on fall Saturdays.

Among that group was Mike McQueary. As a graduate assistant to Paterno in 2002, he went to the coach saying he had witnessed former defensive coordinator Jerry Sandusky assaulting a boy in the shower at the Penn State football building. Paterno relayed that to his bosses ? including the head of campus police ? but university trustees felt he should have done more, and it played into their decision to fire the longtime coach on Nov. 9. That came four days after Sandusky was arrested on multiple child sex-abuse counts.

Dressed in a blue coat and tie with a white shirt, the school colors, McQueary was among thousands of expected mourners at an event that was to stretch late into Tuesday night.

One current and one former team member will stand guard over the casket for the duration of the public viewing, athletic department spokesman Jeff Nelson said.

"He left us too early and I think about the impact he could have made once he retired from coaching," Nelson said.

The 85-year-old Paterno, the winningest coach in major college football, died Sunday. The cause, lung cancer, was disclosed in November, just days after he was fired.

Earlier Tuesday, a line of ex-players stretched around the corner and down the block. Among the mourners were former Penn State and Pittsburgh Steelers great Franco Harris. Others there included NFL receivers Deon Butler and Jordan Norwood, Norwood's father and Baylor assistant coach Brian Norwood and former quarterback Daryll Clark.

The event marked the start of three days of public mourning as the Penn State community in State College and beyond said goodbye to the man who led the Nittany Lions to 409 wins over 46 years and raised the national profile of the school.

There is another public viewing Wednesday at Pasquerilla Spiritual Center, and after that Paterno's family will hold a private funeral and procession through State College.

On Thursday, the school's basketball arena will be the site of a public service called "A Memorial for Joe." Tickets were quickly snapped up for the event, even though there was a two-per-person limit for those ordering.

Former players began arriving shortly after members of Paterno's last team filed in. Some players hugged, and new Penn State coach Bill O'Brien shook hands with others at the curb outside the center.

Penn State linebacker Khairi Fortt recalled his coach's lessons.

"He said the most important thing for us was to keep the Penn State tradition going," the sophomore from Stamford, Conn., said after leaving the viewing.

Scott Paterno has said that despite the turmoil surrounding his termination from the school, Joe Paterno remained peaceful and upbeat in his final days and still loved Penn State.

Bitterness over Paterno's firing has turned up in many forms, from online postings to a rewritten newspaper headline placed next to Paterno's statue at the football stadium blaming the trustees for his death. A headline that read "FIRED" was crossed out and made to read, "Killed by Trustees." Lanny Davis, lawyer for the school's board, said threats have been made against the trustees.

Scott Paterno, however, stressed his father did not die with a broken heart and did not harbor resentment toward Penn State.

Women report feeling pain more intensely than men

Women report more-intense pain than men in virtually every disease category, according to Stanford University School of Medicine investigators who mined a huge collection of electronic medical records to establish the broad gender difference to a high level of statistical significance.

Their study, to be published online Jan. 23 in the Journal of Pain, suggests that stronger efforts should be made to recruit women subjects in population and clinical studies in order to find out why this gender difference exists.

The study also shows the value of EMR data mining for research purposes. Using a novel database designed especially for research, the Stanford scientists examined more than 160,000 pain scores reported for more than 72,000 adult patients. From these, they extracted cases where disease-associated pain was first reported, and then stratified these findings by disease and gender.

"None of these data were initially collected for research, but this study shows that we can use it in that capacity," said Atul Butte, MD, PhD, the study's senior author.

The medical literature contains numerous reports indicating that women report more pain than men for one or another particular disease, noted Butte, a professor of systems medicine in pediatrics. "We're certainly not the first to find differences in pain among men and women. But we focused on pain intensity, whereas most previous studies have looked at prevalence: the percentage of men vs. women with a particular clinical problem who are in pain. To the best of our knowledge, this is the first-ever systematic use of data from electronic medical records to examine pain on this large a scale, or across such a broad range of diseases."

The study's first authors were Butte's graduate student Linda Liu and postdoctoral scholar David Ruau, PhD, who splits his time between Butte's group and that of co-author Martin Angst, MD, professor of anesthesia. David Clark, MD, PhD, a professor of anesthesia, was another co-author.

Electronic medical records are deployed in about 1-2 percent of hospitals now, but that should approach 100 percent within the next few years as the United States continues to move toward EMRs, Butte said. Thus, large-scale research using clinically collected data will become increasingly feasible.

In this case, the scientists tapped an existing data archive that has been designed specifically for ease of research: the Stanford Translational Research Integrated Database Environment, or STRIDE. Pioneered by the medical school's chief information officer, Henry Lowe, MD (who is also an associate professor of systems medicine in pediatrics and director of Stanford's Center for Clinical Informatics), STRIDE aggregates clinical data on patients cared for at Stanford Hospital & Clinics and Lucile Packard Children's Hospital, making this data searchable for approved research projects.

Butte's team selected only adult records and looked for gender-related differences in pain intensity as reported on 1-to-10 scales, in which a zero stands for "no pain" and 10 for "worst imaginable." Their search algorithm combed through de-identified EMR data for more than 72,000 patients, and came up with more than 160,000 instances, ranging across some 250 different disease categories, in which a pain score had been reported.

"If someone's reporting that they're in pain, they're probably going to be given medication, which might reduce any subsequently measured pain score," said Butte. To get pain estimates that weren't as confounded by subsequent pain-relief medications or procedures, his group analyzed only the first pain-intensity score reported by a patient per encounter with a hospital-associated health professional.

The search identified 47 separate diagnostic categories for which there were more than 40 pain reports for each gender. The sample included more than 11,000 individual adult patients, of which 56 percent were women and 51 percent of them white. The researchers were able to further analyze these 47 categories by condensing them into 16 disease clusters: "musculoskeletal and connective tissue" (in which the biggest gender differences in reported pain intensity were observed), "circulatory" and so forth.

"We saw higher pain scores for female patients practically across the board," said Butte. Those reported differences were not only statistically significant, but also clinically significant. "In many cases, the reported difference approached a full point on the 1-to-10 scale. How big is that? A pain-score improvement of one point is what clinical researchers view as indicating that a pain medication is working."

While the overall results tended to confirm previous clinical findings ? for example, that female fibromyalgia or migraine patients report more pain than their male counterparts ? the search also unearthed previously unreported gender differences in pain intensity for particular diseases, for example acute sinusitis and "cervical spine disorders," more commonly known as neck pain.

The study's results come with a few caveats. First, the investigators made the assumption that patients' pain hadn't already been treated?for example, that they hadn't already self-medicated with over-the-counter painkillers ? by the time they showed up in the emergency room, doctor's office or neighborhood health clinic (or, equivalently, that the men and women were equally likely to have done so).

Other possible confounders include the setting in which pain was reported, Butte said. "Will an 18-year-old male report the same pain intensity with or without his mom present, or in the presence of a male vs. a female nurse? We can't be sure." But the sheer size of the study probably washes these concerns out at least to some extent, he said.

The third caveat is perhaps the most controversial. "It's still not clear if women actually feel more pain than men do," said Butte. "But they're certainly reporting more pain than men do. We don't know why. But it's not just a few diseases here and there, it's a bunch of them ? in fact, it may well turn out to be all of them. No matter what the disease, women appear to report more-intense levels of pain than men do."

To get to the bottom of this, Butte's team plans to search EMRs to see if they can find some objective measurement ? an already commonly measured blood-test variable, for instance ? that correlates highly with reported pain. "We want to find a biomarker for pain," he said.

Zimbabwe state airline faces liquidation (AP)

HARARE, Zimbabwe ? State media says Zimbabwe's ailing national airline has been put under judicial management ahead of its likely liquidation.

The Sunday Mail reported on Sunday that the High Court in Harare appointed an executive of a top independent accounting firm to takes charge of Air Zimbabwe, sweeping aside all powers of the board of directors.

It said the court order Friday followed claims by pilots and employees for unpaid income and allowances of up to $35 million dating back to January 2009.

Last month the former colonial-era airline, founded in 1964, paid $1.2 million to release an aircraft impounded over debts in Britain. It owes $140 million to its creditors and has now grounded all but some domestic flights.

TUCSON, Ariz. (AP) ? On a bittersweet day for Rep. Gabrielle Giffords, the outgoing congresswoman spent her final hours in Tucson as the city's U.S. representative, finishing the meeting she started on the morning she was shot and bidding farewell to constituents who supported her through a long recovery.

It may not be the end, though. The woman whose improbable recovery captivated the nation promised, "I will return."

Giffords spent time Monday at her office with other survivors of the shooting rampage that killed six people and injured 13. She hugged and talked with survivors, including Suzi Hileman, who was shot three times while trying to save her young friend and neighbor, 9-year-old Christina-Taylor Green. The little girl died from a gunshot wound to the chest.

"The last time I did this I had Christina's hand," Hileman said. "It was something that was hanging out there, and now it's not."

Others who met with Giffords included Pat Maisch, who was hailed as a hero for wrestling a gun magazine from the shooter that day, and Daniel Hernandez, Giffords' intern at the time who helped save her life by trying to stop her bleeding until an ambulance arrived.

"It was very touching," said Maisch, who was not hurt in the attack. "I thanked her for her service, wished her well, and she just looked beautiful."

Giffords announced Sunday that she would resign from Congress this week to focus on her recovery. Maisch was sad to think that Giffords would no longer be her congresswoman.

"But I want her to do what's best for her," she said. "She's got to take care of herself."

However, an upbeat Giffords hinted that her departure from public life might be temporary. In a message sent on Twitter, she said: "I will return & we will work together for Arizona & this great country."

In her last act in Tucson as a congresswoman, the Democrat visited one of her favorite charities, the Community Food Bank of Southern Arizona.

The food bank established the Gabrielle Giffords Family Assistance Center with $215,000 it received in the wake of the shooting. Giffords' husband and former astronaut Mark Kelly told people who wanted to help Giffords after the shooting that the best way to do so was to donate to one of her favorite charities.

The center has helped 900 families get on food stamps in the last year and offered guidance to needy families seeking assistance with housing, insurance, clothing and other basic needs.

"It's a wonderful thing that she gets to come here and see the center we built," said Bill Carnegie, the food bank's CEO. "But it's also her exit from Congress. I'm concerned about the future."

Giffords' aides had to yell at TV cameramen and reporters who surrounded the congresswoman as she arrived, telling them to back up. Giffords didn't bat an eye and walked with confidence through the crowd and into the building, where she promptly hugged Carnegie and others.

When she saw the center that is named in her honor, she said "Wow" and "Awesome."

When one woman told Giffords, "I love your new hairstyle," she beamed and responded with "Thank you."

Giffords did not address reporters at the center and planned to head to the airport right after her visit. She was expected in Washington on Tuesday for President Barack Obama's State of the Union address.

In her announcement Sunday, Giffords said that by stepping down, she was doing what is best for Arizona.

"I don't remember much from that horrible day, but I will never forget the trust you placed in me to be your voice," she said in a video posted online.

The video showed a close-up of Giffords gazing directly at the camera and speaking in a voice that was both firm and halting.

"I have more work to do on my recovery," the congresswoman said at the end of the two-minute message, appearing to strain to communicate.

C.J. Karamargin, who was Giffords' spokesman until recently, said he can only imagine what she is feeling as she steps down.

"But Gabby would never want to do a job unless she could give everything to it," he said.

"The news of her stepping down was almost more emotional than this time last year because then, she had survived and had a positive prognosis. Now we've got this pause, this comma, in her career ... and she won't be back anytime soon."

Giffords was shot in the head at point-blank range as she was meeting with constituents outside a grocery store. Her recovery progressed to the point that she was able to walk into the House chamber last August to cast a vote.

Giffords' resignation set up a free-for-all in a competitive district.

She could have stayed in office for another year even without seeking re-election, but her decision to resign scrambles the political landscape.

Arizona must hold a special primary and general election to find someone to finish out her remaining months in office. That will probably happen in the spring or early summer. Then voters will elect someone in November for a full two-year term.

Giffords would have been heavily favored to win again.

She was elected to her third term just two months before she was shot, winning by only about 1 percent over a tea party Republican. But she gained immense public support during her recovery.

Among those mentioned as potential candidates were several Republican and Democratic state lawmakers and the name of Giffords' husband, Mark Kelly, although he has publicly quashed such speculation.

A state Democratic party official who met with Giffords on Sunday also suggested that she could return to politics.

Jim Woodbrey, a senior vice chairman of the state party, said Giffords strongly implied at a meeting that she would seek office again someday. He said the decision to resign came after much thought.

"It was Gabby's individual decision, and she was not in any condition to make that decision five months ago," he said. "So I think waiting so that she could make an informed decision on her own was the right thing to do."

JAIPUR, India ? Oprah Winfrey says she is confident that President Barack Obama will win another four-year term in this year?s U.S. election.

The talk show host was addressing a literary festival Sunday in the northwestern Indian town of Jaipur.

Winfrey praised Obama?s handling of the presidency. She said his next four years would be even more successful, with people able to get back to work.

Winfrey backed Obama during the 2008 presidential campaign in her first-ever political endorsement.

She was among the biggest crowd pullers at the annual Jaipur Literary Festival, which brings together top writers, poets and critics and around 50,000 literary fans from around the world.

NEW YORK ? President Barack Obama took a brief and unexpected turn as a soul singer at a New York fundraiser, crooning a bar from an Al Green classic and then joking that he hadn't been ushered offstage.

It happened at Manhattan's Apollo Theater late Thursday, when Obama stepped to the podium and veered from prepared remarks to thank Green for warming up the crowd.

Apparently not content with simply praising him, Obama suddenly launched into Green's "Let's Stay Together," starting with the vibrato "I" and pausing for enthusiastic applause before finishing up with the line "so in love with you."

Obama said his staff didn't believe he'd really do it.

Then he joked that the Sandman hadn't come out ? a reference to Sandman Sims, the tap dancer who chased unpopular acts offstage at the Apollo for decades.

Wet and snowy weather will persist in the West as snow returns Sunday to the Northern Plains and upper Midwest. A strong low pressure system spinning over the Pacific will push another cold front onshore throughout the day. This system will bring rain showers to the Pacific Northwest and northern California, with heavy snow showers expected in the mountains. The Cascades may see 3 to 7 inches of new snow, and the Sierra Nevadas another 7 to 9 inches of snow.

Strong winds will develop ahead of this front, with gusts from 35 to 45 mph, up to 75 mph at the highest mountain peaks. High wind and winter weather advisories remain in effect in these areas.

Elsewhere, a low pressure system over the central and northern Rockies will advance eastward into the Plains, producing 1 to 3 inches of snow across the Dakotas and upper Midwest. Late Sunday, a cold front will develop south of this system, bringing scattered showers and thunderstorms to the Mississippi River Valley. There is a slight chance storms will turn severe in the Tennessee Valley and mid-Mississippi River valley. The back side of this system will spread lingering snow showers over the Rockies.

The East Coast will see a break in wet weather as a low pressure system and associated frontal boundary moves offshore into the Atlantic. High pressure will build over the Northeast and extend down the East Coast, allowing for a dry and mild day before another system quickly approaches from the central U.S.

Temperatures in the lower 48 states ranged Saturday from a morning low of -25 degrees at Land O' Lakes, Wis., to a high of 91 degrees at Bonifay, Fla.

Fed spells out how it will forecast rate changes (AP)

WASHINGTON ? The Federal Reserve has specified how it will begin signaling when its benchmark interest rate will rise and what the rate will be at points in the future.

Four times a year starting Wednesday, the Fed will show in a chart the year when Fed officials predict they will begin raising the rate. Another chart will show individual Fed members' predictions for the rate at the end of 2012, 2013 and 2014.

More guidance on rates might help lower long-term yields further ? in effect providing a kind of stimulus. Lower rates could lead consumers and businesses to borrow and spend more. The economy would likely benefit.

The Fed has left its key short-term rate at a record low near zero for the past three years. In August, it said it planned to leave the rate there until at least mid-2013, unless the economy improved.

Many private economists believe the rate is likely to remain near zero for longer than the mid-2013 target. Many are forecasting the first rate hike will not occur until sometime in 2014.

Oprah Winfrey's guards scuffle with Indian media (AP)

NEW DELHI ? Indian police briefly detained three of Oprah Winfrey's bodyguards after they scuffled with local TV journalists Thursday, a news agency reported.

The American talk-show host had been traveling with both American and Indian bodyguards while visiting the Hindu pilgrimage town of Mathura, about 90 miles (145 kilometers) south of Delhi.

Press Trust of India said police detained three of the guards after local journalists said their video equipment had been damaged in a brawl. No one was reported hurt, and there was no indication that the American bodyguards were involved.

The three guards were released after apologizing in a letter to the journalists, PTI said.

It is Winfrey's first trip to India, where she has been filming her new show "Oprah's Next Chapter."

Earlier this week, she delighted Mumbai locals by wearing a bright orange sari while meeting with Bollywood stars including Amitabh Bachchan, Shah Rukh Khan and Aishwarya Rai at a private party.

She also visited the Taj Mahal on Thursday, and she is due to attend the Jaipur Literature Festival that begins Friday.

Five Favorite Films with Gina Carano

History is littered with the corpses of sports champs whose bids for movie immortality have been dubious at best; for every Hong Kong martial arts superstar and Austrian bodybuilder there are scores of straight-to-video beefcakes lacking the onscreen charisma to match their real-life skills. Rarer still is the successful female action hero crossover, but this week -- with the somewhat unlikely help of genre-shifting filmmaker Steven Soderbergh -- a new one arrives in the shape of Gina Carano, former Mixed Martial Arts fighter and now star of her very own spy thriller, Haywire.

The story goes that Soderbergh caught one of Carano's fights on TV one evening and couldn't believe the talented -- and visually striking -- fighter wasn't headlining her own movie. So, with the help of screenwriter Lem Dobbs (The Limey) and a supporting cast of thespian eye-candy that includes Ewan McGregor, Michael Fassbender, Antonio Banderas, Channing Tatum and Michael Douglas, he set about putting together an action vehicle for Carano, in which the fledgling actress plays a CIA-trained assassin on the loose and out to avenge those who double-crossed her. With its minimalist plot, punishing (yet expertly-staged) fight choreography and throwback thriller cool, Haywire is the kind of film that seems almost too good to be true in the movie release graveyard of January -- and, if fate smiles upon it, should make a new action hero of its leading lady. We had the chance to chat with Carano about the movie recently; but first, she ran through five of her all-time favorite films.

True Romance would definitely be in my top five. I particularly loved Patricia Arquette in True Romance. I loved how delicate she is but also how down she is in the fight scene in that film -- it's by far one of my favorite fight scenes ever. It's just so real. I loved that hotel fight scene. And of course I loved the dialogue. I loved how you could just get so attached to the characters. That's kind of like a fairytale for me: to think that two people could meet like that and be completely, you know -- just 100 per cent have each other's back, instead of all the bullshit we go through in everyday life. Two people that just fell in love, and their dedication to each other -- that really comes through in the film. And I think the whole story, and the dialogue, is just really cool.

Another one of mine is Braveheart. I just loved the whole -- I mean, I love anything that you can really feel. That was such a beautiful story, and the way it was filmed, and just the heart -- it just grabs your attention and you can't stop watching it. The tragedy in it. It's epic. It's one of those movies you can only dream about being in. I think I watched that movie before every fight. And I cry at the end of that movie. I must have seen it millions of times. I'm like that: I like to watch movies over and over and over, and so I've done that with Braveheart.

That ending gets you ready to fight?

Yeah! I just walk away from that feeling very good and free and ready to take on the world for some reason. [Laughs]

You know the movie Let Me In? The new one -- I haven't seen the original. I really liked that movie. I don't know why. It's just one of those movies that I loved the relationship, and the dark story behind it all. I loved those two young characters, and how wonderful actors and actresses they were. I really enjoyed that movie.

I have to say -- there's gotta be a movie with Johnny Depp in it, because he's one of my utmost favorite actors. I'll tell you one of my old school favorites, and that's Cry-Baby. That's gotta be the comedy part of me coming out.

You do?! Oh my gosh, that's so funny. 'Cause sometimes people look at me like I'm crazy when I say that. But I really do love that movie. It just made me laugh. And the characters in it... Ethnic Shan leader in Myanmar to re-register party (AP)

YANGON, Myanmar ? A prominent ethnic minority leader recently freed from prison in Myanmar said Thursday he will register his political party but it will not contest upcoming by-elections.

Hkun Htun Oo said his Shan Nationalities League for Democracy party decided to rejoin mainstream politics after being taken off the list of legal parties because it refused to take part in the 2010 general election.

The decision is the latest move illustrating a new era in Myanmar's politics, after decades of strictly authoritarian military rule. The elected government is still dominated by the military and its allies, but the ex-general who became prime minister, Thein Sein, initiated reforms in an effort at reconciliation and ending West-imposed sanctions.

The Shan party won the second largest number of seats after Aung San Suu Kyi's National League for Democracy in the 1990 election that the long-ruling junta nullified.

Suu Kyi's party, which also boycotted the 2010 polls, recently reregistered and will contest all 48 seats in the April 1 by-election.

Hkun Htun Oo said his party decided at a meeting to register "so that they can legally conduct political activities" but added the party doesn't have enough time to organize to run in the April by-election.

Hkun Htun Oo and several party colleagues were arrested in 2005 and charged with high treason and other offenses after the government accused them of launching movements to disintegrate national unity soon after they attended a meeting of many ethnic minorities.

Hkun Htun Oo, serving a 93-year prison sentence, and SNLD general secretary Sai Nyunt Lwin, serving 85 years, were freed under an amnesty on Jan. 13. After his release, Hkun Htun Oo said the charges against them were baseless and he was imprisoned only because his Shan group refused to take part in a military-directed constitution drafting process.

House GOP chair got discounted loan (AP)

WASHINGTON ? The House Republican campaign chairman, Rep. Pete Sessions of Texas, has been notified that he received a discounted mortgage from the former Countrywide Financial Corp.

Sessions' spokeswoman, Torrie Miller, confirmed that the congressman was told that records show he received the discounts through Countrywide's VIP program.

Sessions becomes the fourth House member ? and third Republican ? whose records were sent to the House Ethics Committee for further investigation. The ethics panel will likely investigate whether the lawmakers received improper gifts and whether they performed any favorable actions for the lender. The four were notified by the House Oversight Committee.

Two of the Republicans play prominent roles: Sessions, as the person responsible for Republican efforts to maintain their House majority in the November elections and Rep. Howard "Buck" McKeon of California, who has major influence over the defense budget as chairman of the Armed Services Committee.

McKeon spokeswoman Alissa McCurley said: "Mr. McKeon is committed to transparency on this. He believes that the actions of Countrywide should be looked into and wants to get to the bottom of what Countrywide did to his loan 13 years ago."

The others who received discounts are Rep. Elton Gallegly, R-Calif., and Rep. Edolphus Towns, D-N.Y. All four denied that they were aware of receiving any sweetheart deals from Countrywide.

Miller, the Sessions spokeswoman, said in a statement, "Out of an abundance of caution in managing his personal finances, Congressman Sessions specifically requested that he not be extended any special benefits or treatment from Countrywide.

"Everything about his experience suggests that his simple request was honored and that he was treated like every other customer. Congressman Sessions welcomes providing any details requested by any House Committee about this loan, which no longer exists."

Miller said Sessions received a $1 million loan in 2007 for his Texas home, but does not know whether that's the loan under investigation.

Countrywide, once the country's largest lender, played a major role in the collapse of the housing market because of its subprime mortgages. It was purchased by Bank of America, which has complied with a subpoena for Countrywide records from the House Oversight and Government Reform Committee. That panel turned the records over to the ethics committee.

While Countrywide was issuing its subprime mortgages, it was taking care of prominent individuals including government officials. Some of the VIP's were placed in a "Friends of Angelo" unit, a reference to then Countrywide CEO Angelo Mozilo.

Mozilo ended up paying a $67.5 million penalty in a settlement with the Securities and Exchange Commission.

HBT: Giants, Sandoval agree to 3-year deal

While the Giants have some work to do in order to keep Tim Lincecum and Matt Cain for the long haul, they have at least locked up a key position player through his arbitration seasons.

The Giants just announced that they have agreed to a three-year contract with third baseman Pablo Sandoval. Andrew Baggarly of the San Jose Mercury News reports that the deal is worth $17.15 million guaranteed and includes some performance-based incentives. He?ll make?$3.2 million this season, $5.7 million in 2013 and $8.25 million in 2014.

Sandoval was arbitration-eligible for the first time this winter after batting .315/.357/.552 with 23 home runs, 70 RBI and a .909 OPS over 117 games in 2011. The 25-year-old owns a .307/.356/.501 batting line over his first four seasons in the majors. If he can stay in shape and continue to produce similar numbers, he?ll be a tremendous bargain.

Gingrich calls Romney, Bain Capital 'exploitive' (AP)

COLUMBIA, S.C. ? Republican candidate Newt Gingrich on Tuesday leveled a forceful new attack on Mitt Romney, calling the GOP front-runner's former private equity firm "exploitive."

Gingrich had attacked Bain Capital before, but his comments before a gathering of business leaders in Columbia contained some of his harshest rhetoric yet and came just four days before the South Carolina primary, a critical benchmark for the Gingrich campaign.

After lagging behind in the Iowa causes and the New Hampshire primary, Gingrich is hoping a strong showing in the nation's first Southern primary will re-energize his White House bid.

Gingrich gained an endorsement of sorts from former Alaska Gov. Sarah Palin, the party's vice presidential nominee in 2008. The Fox News contributor told the network Tuesday night that she would vote for Gingrich in the South Carolina primary if she could to extend the GOP primary race and help the candidates become fully vetted.

"Iron sharpens iron, steel sharpens steel," Palin said. "In order to keep this thing going, I'd vote for Newt."

Gingrich was holding little back in his criticism of Romney, saying that, in at least some instances, the Bain model has meant "leverage the game, borrow the money, leave the debt behind and walk off with all the profits."

"Now, I'll let you decide if that's really good capitalism. I think it's exploitive. I think it's not defensible," he said.

Gingrich continued that what Romney engaged in "is not venture capital."

"Venture capital is when you go in and put in your capital and you stick it out," he said.

Gingrich has faced rebuke in some quarters as attacking the GOP bedrock of free enterprise in his criticism of Romney and Bain. But he argued Tuesday that raising questions about Romney's track record at Bain should not be confused with an attack on capitalism.

"I'm proud of real capitalists. I'm proud of guys who say to their workers I'm in it with you. If I lose money and you lose a job we lost together because we both tried," he said.

Earlier in the day Gingrich said at a town hall meeting in West Columbia that a Muslim-American seeking office in the U.S. would have to publicly renounce Islamic law to receive his backing.

When asked if he could support a Muslim for office, the former House speaker replied that it "would depend entirely on whether the person would commit in public to give up sharia," or Islamic law.

Gingrich said he is totally opposed to Islamic law and supports a federal law that would pre-empt it.

"A truly modern person who worshipped Allah would not be a threat," he said.
