Men with large waists urinate more frequently than their slimmer counterparts, according to research in the August issue of the urology journal BJUI.

Researchers from Weill Medical College, Cornell University, New York, found that men with waists measuring 100cm plus reported up to three times more urinary problems than men with waists of 90cm or less.

They also found that larger waist measurements were associated with a greater prevalence of high blood pressure, cardiovascular disease, type 2 diabetes and erection and ejaculation problems.

"The global epidemic of obesity and diabetes had led to a striking increase in the number of people with metabolic syndrome, which includes central obesity, glucose intolerance and high cholesterol and blood pressure levels" says co-author Dr Steven A Kaplan.

"Together, these have been traditionally associated with an increased risk of heart disease and sexual problems. However, emerging data now suggest that metabolic syndrome may have a hereto unrecognised effect on how often men urinate. Our study sought to examine the relationship between men's waist measurements and how often they urinate."

The researchers studied 409 consecutive men aged from 40 to 91 with moderate or severe lower urinary tract symptoms (LUTS) who presented to the Institute for Bladder and Prostate Health at the Weill Medical College of Cornell University over a two-and-a-half year period. They had no previous treatment and a LUTS, International Prostate Symptom Score of eight or more.

Key findings included:

  • Of the 409 men, 37.5% men had a waist circumference of less than 90cm, 33.5% of 90 to 99cm and 29% of 100cm or more. Men of different ages were fairly evenly distributed between the groups, with the exception of men aged 70 to 79 years, who were most likely to be in the 100cm or more group.
  • Larger waist circumference was associated with more frequent urination - 39% of the men in the large waist group urinated more than eight times in 24 hours, compared with 27% of the men in the middle group and 16% of the men with the smallest waists.
  • Larger waist circumference was also associated with urinating more than twice during the night with 44% of men in the largest waist group reporting this, compared with 29% in the middle group and 15% in the smallest waist group.
  • Men with larger waists were also more likely to report erection problems than men in the middle and smallest waist groups (74.5%, 50% and 32% respectively) and more likely to report ejaculation problems (65%, 40% and 21% respectively.)
  • The same pattern was observed for high blood pressure (33.5%, 22% and 14.5% respectively), coronary artery disease (29%, 17% and 8%), type 2 diabetes (33%, 16% and 11%) and cholesterol (254mg/dL, 176 mg/dL and 148 mg/dL).

The researchers also analysed the relationship between waist size and the odds risk of greater problems from various urological, sexual, metabolic and cardiovascular problems. This showed that:

  • Men in the largest waist group had a 39% higher odds risk of prostate volume problems than men in the smallest waist group. The odds risk of higher prostate-specific antigen levels was 111% greater and the odds risk of a higher International Prostate Symptom Score was 68%.
  • The odds risk of erection problems was 132% higher and it was 202% higher for ejaculation problems. High blood pressure, type 2 diabetes and coronary artery disease were 131%, 188% and 250% higher.

"Our study shows that men with larger waist circumferences urinate more over a 24-hour period, and at night, than men with smaller waists and confirms higher levels of problems traditionally associated with metabolic syndrome" concludes Dr Kaplan. "Waist measurement may therefore represent an easy diagnostic tool when it comes to the likelihood of male urinary problems."

Even wider blackouts sweep India for second day

NEW DELHI (Reuters) - Grid failure hit India for a second day on Tuesday, cutting power to hundreds of millions of people in the populous northern and eastern states including the capital Delhi and major cities such as Kolkata.

The government said the northern, eastern and northeastern grids were hit, wider than Monday's blackouts.

Delhi's metro system ground to a halt and office buildings ran on backup generators a day after a 12-hour blackout caused commuter chaos in the bustling capital, underscoring overstretched infrastructure that has weighed heavily on India's economy.

"The northern grid has failed again," Arvinder Singh Bakshi, the chairman of the Central Electricity Authority, told Reuters.

The northern grid alone covers more than 300 million people from the mountains of Himachal Pradesh to the Ganges plains in Uttar Pradesh, which has a larger population than Brazil.

TV stations said the eastern grid was also affected and a Reuters reporter said some areas of the former capital Kolkata in the east of the country were without power.

Offshore centres ? reszatonline

One of the big challenges of international financial regulation is the existence of offshore financial centres. Concerns focus on money laundering, financing of terrorism and the hiding of fortunes of kleptocratic rulers. A recent study for the Tax Justice Network, an anti-tax haven pressure group, drew the attention to the enormous wealth hidden from the world?s tax authorities in these places and related consequences.

Generally spoken offshore centres offer preferential treatment such as low or zero taxation and high financial privacy to foreigners helping them attract financial business and high-quality professionals and support personnel. As I wrote elsewhere:

Financial activities undertaken in offshore centres include

-????????? international banking. Most banks located in offshore centres are branches or subsidiaries of international banks. Many are specialised in private banking, offering services such as asset management, estate planning, foreign exchange trading and pension arrangements for wealthy clients.

-????????? collective investment schemes such as mutual funds and hedge funds. Related activities are asset allocation and management, fund distribution and administration, custodian services and back-office work.

-????????? There are many special purpose vehicles (SPVs) registered in offshore centres which are established by both financial and nonfinancial corporations. While the former use the SPVs mainly for securitisation purposes, for nonfinancial corporations? they have the advantage of lowering the cost of raising capital.

-????????? Insurance business is another niche exploited by offshore centres. In particular, as a consequence of innovative regulatory and legal environments, some have attracted a large share of the world?s reinsurance market.

-????????? Still another service offered by offshore centres is asset protection, including trusts. Among the reasons why assets are managed in these centres are protection from weak domestic banks or currencies, tax avoidance and protection from lawsuits in the home jurisdictions.

-????????? Loose financial regulation and supervision provides incentives for a whole range of criminal financial activities of which money laundering and the financing of terrorism attracted a growing international attention in recent years.

Some jurisdictions ?specialize? in different types of taxes or different categories of clienteles, but there is also regulatory and tax competition between centres.

In 1998, the OECD launched a global initiative to improve financial transparency. Its report lists four criteria for identifying a preferential regime:

-????????? The regime imposes low or no taxes on the relevant income from geographically mobile financial and other services activities;

-????????? it is ring-fenced from the domestic economy;

-????????? it lacks transparency and regulatory supervision or financial disclosure are inadequate;

-????????? there is no effective exchange of information with respect to the regime.

After a rather modest start, the initiative gained momentum with the establishment of the Global Forum on Transparency and Exchange of Information for Tax Purposes after the G20 Summit in London in 2008. The task of the Global Forum is to promote the effective implementation of an internationally agreed standard on transparency and information exchange. It is served by a self-standing, dedicated Secretariat based within the OECD.

The Global Forum has developed a peer-review mechanism based on the following Terms of Reference.

While the initial OECD report identified 47 countries as tax havens, the current list is much longer. So far the Global Forum has completed 59 peer reviews, 17 of which examined both the legal and regulatory framework (Phase 1) and practical implementation (Phase 2). More than 40 additional reviews are expected to be completed by the end of 2012 and approximately another 40 Phase 2 reviews by the end of 2013.

Efforts concentrate on jurisdictions rather than countries. To cite the Tax Justice Network:

The term jurisdiction is used ? generally in this context ? to describe any territory with its own legal system, regardless of whether it is an independent or sovereign state; it may be a component of a federal or confederal state (e.g. Dubai), a dependent, associated or overseas territory (e.g. Cayman Islands, Isle of Man); or an internal zone to which a special legal regime has been applied (e.g. Labuan).

Beside the usual suspects such as the Bahamas or the Cayman Islands lists of tax havens and offshore financial centres include many places lesser known in this function some of which have few sources of income outside financial services. Some of them are not far as this map of European offshore centres illustrates:

1 Isle of Man, 2 Dublin, 3 Guernsey, 4 Jersey, 5 Luxembourg, 6 Switzerland, 7 Liechtenstein, 8 Monaco, 9 Andorra, 10 Gibraltar, 11 Malta, 12 Cyprus.

Not included in the map are countries such as Finland, Germany, Sweden and others which were identified for one reason or another as potentially harmful preferential tax regimes by the OECD 2000. Another European offshore centre which is missing in the map is the City of London. In a recent article in the New Statesman, Nicholas Shaxson described vividly how over centuries ?sovereigns and governments have sought City loans, and in exchange the City has extracted privileges and freedoms from rules and laws to which the rest of Britain must submit.? (See for the historic roots of the privileges also Inwood 1998.)

Shaxson sees the City as ?the centre of a big part of the modern global offshore system ?, of a great, secretive financial web cast across the globe,? each of whose sections ? the individual havens ? is trapping passing money and business from nearby jurisdictions and channeling them to the City. The following figure illustrates his idea:

There is an inner ring around the City of London which is formed by the Crown dependencies of Jersey, Guernsey and the Isle of Man with their focus on European business. A second ring of the web contains the British overseas territories such as the Cayman Islands and Bermuda. To cite Shaxson again: ?Like the Crown dependencies, they have governors appointed by the Queen and are controlled by Britain in myriad ways, but with enough distance to allow Britain to say ?There is nothing we can do? when it suits.? The outer ring of the web includes financial centres such as Hong Kong, Mauritius and the Bahamas which are not controlled by Britain but strongly linked to the City otherwise.

All in all, the list of achievements of the Global Forum is impressive. But many observers consider the factual progress made so far in the taxation of offshore wealth as insufficient as the above-mentioned study for the Tax Justice Network indicates:

The Network suspects that trillions of US dollars in assets hidden in these places are not taxed. Its estimates of the amount of assets range from $21 trillion to $32 trillion. Heather Stewart from the Guardian summarized how these estimates were derived. Figures for offshore deposits from BIS statistics were ?scaled up? according to the share of cash ?usually? held in large investors? portfolios. The results then were ?corroborated? by estimating cumulative capital flight from national accounts of more than 130 countries over 40 years and the resulting ?likely? returns.

The quotation marks indicate my reservations. Given the underlying assumptions, and the way the results are derived, the reliability of the findings is hard to judge. As James S. Henry, the author of the TJN study admits: ?? the estimates are subject to maddening, irreducible uncertainty.?? One critic hints to a conceptual weakness: Just because money is in a place known as tax haven does not allow to conclude that tax has been evaded. As mentioned above, offshore financial centres undertake many different activities and the reasons why individuals and companies put their money there differ, too. Another author refers to the danger of sloppy miscategorisation which fails to make a distiction between transparent low tax jurisdictions and others that hide behind secrecy.

Having said this, there are few doubts that the numbers involved are huge. Getting a grip on the problem of tax evasion is a matter of utmost urgency in times of empty coffers and high public indebtedness. Furthermore, as Heather Stewart convincingly argues, many of the world?s poorest countries could probably have avoided indebtedness had they been able to tax their richest citizens.

What can be done? Firms in offshore centres are not out of reach. Many of them are part of the worldwide networks Andrew Haldane described in his super-spreader analogy. As Nicholas Shaxson writes: ?Nearly every multinational corporation has offshore subsidiaries ? ? and the biggest users of offshore finance are banks. Financial Mail recently counted over 550 offshore subsidiaries just for Barclays, RBS and Lloyds ? So, offshore is a big part of the Too Big To Fail story?.

A recent study by Dafna Avraham, Patricia Selvaggi and James Vickery from the Federal Reserve Bank of New York on bank holding companies (BHCs) in the United States gives an idea of the dimension of interwovenness: These days, parent holding companies control up to several thousand separate subsidiaries. There is a hierarchy of controlled entities. To cite a related FRBNY article:

This hierarchy ? generally includes domestic commercial banks primarily focused on lending and deposit-taking as well as a range of nonbanking and foreign firms engaged in a diverse set of business activities, such as securities dealing and underwriting, insurance, real estate, private equity, leasing and trust services, asset management, and so on.?

The geographic reach of these constructs is breathtaking: Each of the seven most internationally active banks in the US controls subsidiaries ?in at least forty countries? (Avraham et al., p. 66).

Banks are thus an important lever to lift the veil of secrecy. The three largest tax haven players are said to be UBS, Credit Suisse, and Goldman Sachs (Josh Harkinson, Mother Jones). But think of the UK example: What if the nations with the world?s biggest financial places are part of the game? Observers worry increasingly about the growth of ?onshore-offshore? markets, in particular in the United States. The TBTF story of offshore centres is not complete without mentioning Wilmington, Delaware.

Wilmington is the largest city in the US state of Delaware with a population of about 70,000. Wilmington is a tax haven and, among others, home of Taunus Corporation, which up to 2011 was the eightth-largest bank holding company in the United States with assets of just over $380 billion (Simon Johnson). Taunus is a subsidiary of Deutsche Bank which in turn has about 2,000 subsidiaries and special purpose vehicles ? 430 of which are registered in Wilmington.

End of 2011, Deutsche Bank caught the headlines with a restructuring of its US business in an attempt to declassify Taunus as a bank holding company in order to circumvent financial regulation and capital requirements. Those parts of the group which unavoidably require a banking licence were shifted into a banking group with modest $58 billion of assets, while the much larger part was transformed to an unregulated securities firm ? a shadow bank.

The irony is that at the time of business restructuring the then head of Deutsche Bank, Josef Ackermann, in his role as president of the Institute of International Finance (IFF) participated in international talks and summits on how to improve bank regulation.

Do not expect much progress on this front soon.

(AP) ? James Holmes appeared just as dazed as he did in his first court appearance last week after the deadly Colorado movie theater shootings.

In a packed Denver-area courtroom Monday, Holmes, 24, sat silently and did not react as he heard formal charges against him, including first-degree murder for each of the 12 who died and attempted murder for each of the 58 people who were injured in one of the deadliest mass shootings in recent U.S. history.

At one point, a shackled Holmes, still with his hair dyed orange-red, leaned over to speak with one of his lawyers and furrowed his brow.

When the judge asked the former neuroscience student if he agreed with his attorney's request to delay a future court hearing so his defense team could have more time to prepare, Holmes said softly: "Yea."

Some of the people in the court wore Batman T-shirts. Several people clasped their hands and bowed their heads as if in prayer before the hearing. At least one victim attended, and she was in a wheelchair and had bandages on her leg and arm. One unidentified man glared at Holmes throughout the hearing.

Holmes was charged with 24 counts of murder, two each for the 12 victims, and 116 counts of attempted murder, two each for the 58 injured.

For the murder charges, one count included murder with deliberation, the other murder with extreme indifference. Both counts carry a maximum death penalty upon conviction; the minimum is life without parole.

A conviction under extreme indifference means that any life sentences would have to be served consecutively, not concurrently, said Craig Silverman, a former chief deputy district attorney in Denver.

In addition, Holmes was charged with one count of possession of explosives and one count of a crime of violence.

Legal analysts expect the case to be dominated by arguments over the defendant's sanity.

Attorneys also argued over a defense motion to find out who leaked information to the news media about a package the 24-year-old Holmes allegedly sent to his psychiatrist at the University of Colorado Denver.

Authorities seized the package July 23, three days after the shooting, after finding it in the mailroom of the medical campus where Holmes studied.

Several media outlets reported that it contained a notebook with descriptions of an attack, but Arapahoe County District Attorney Carol Chambers said in court papers that the parcel hadn't been opened by the time the "inaccurate" news reports appeared.

Prosecutor Tamara Brady said Monday she will subpoena psychiatrist Lynne Fenton to testify in the dispute over whether a notebook is privileged because of a possible doctor-patient relationship. A hearing on the matter was set for Aug. 16.

District Chief Judge William Sylvester set an Aug. 9 hearing on a motion filed by news organizations seeking to have the case docket unsealed.

A hearing to update the status of the case was set for Sept. 27. A hearing to review evidence matters and to determine whether Holmes should continue to be held without bail was set for the week of Nov. 9.

Unlike Holmes' first court appearance July 23, Monday's hearing was not televised. At the request of the defense, Sylvester barred video and still cameras from the hearing, saying expanded coverage could interfere with Holmes' right to a fair trial.

Last week, Sylvester allowed a live video feed that permitted the world its first glimpse of the shooting suspect. With an unruly mop of orange hair, Holmes appeared bleary-eyed and distracted. He did not speak.

Security was tight for Monday's hearing. Armed officers were stationed on the roof of both buildings at the court complex, and law enforcement vehicles blocked entrances to the buildings.

Investigators said Holmes began stockpiling gear for his assault four months ago and bought his weapons in May and June, well before the shooting spree just after midnight during a showing of "The Dark Knight Rises." He was arrested by police outside the theater.

Analysts said that means it's likely there's only one main point of legal dispute between prosecutors and the defense.

"I don't think it's too hard to predict the path of this proceeding," said Craig Silverman, a former chief deputy district attorney in Denver. "This is not a whodunit. ... The only possible defense is insanity."

Under Colorado law, defendants are not legally liable for their acts if their minds are so "diseased" that they cannot distinguish between right and wrong. However, the law warns that "care should be taken not to confuse such mental disease or defect with moral obliquity, mental depravity, or passion growing out of anger, revenge, hatred, or other motives, and kindred evil conditions."

Experts said there are two levels of insanity defenses.

Holmes' public defenders could argue he is not mentally competent to stand trial, which is the argument by lawyers for Jared Loughner, who is accused of killing six people in 2011 in Tucson, Ariz., and wounding several others, including Rep. Gabrielle Giffords. Loughner, who has pleaded not guilty to 49 charges, has been diagnosed with schizophrenia and is undergoing treatment at a Missouri prison facility in a bid to make him mentally fit to stand trial.

If Holmes' attorneys cannot convince the court that he is mentally incompetent, and he is convicted, they can try to stave off a possible death penalty by arguing he is mentally ill. Prosecutors will decide whether to seek the death penalty in the coming weeks.

Holmes was not expected to enter pleas on Monday.

He ultimately could verbally enter a plea to the anticipated dozen first-degree murder charges, or his attorneys could enter it for him. Prosecutors may file multiple counts of attempted first-degree murder and other charges against Holmes, who booby trapped his apartment with the intent to kill any officers responding there the night of the theater attack, Aurora police said.

Sam Kamin, a law professor at the University of Denver, said there is "pronounced" evidence that the attack was premeditated, which would seem to make an insanity defense difficult. "But," he said, "the things that we don't know are what this case is going to hinge on, and that's his mental state."

Friends in Southern California, where Holmes grew up, describe him as a smart, sometimes awkward youth fascinated by science. He came to Colorado's competitive neuroscience doctoral program in June 2011. A year later, he dropped out shortly after taking his year-end exam.

Sylvester has tried to tightly control the flow of information about Holmes, placing a gag order on lawyers and law enforcement, sealing the court file and barring the university from releasing public records relating to Holmes' year there.

A consortium of media organizations, including The Associated Press, is challenging Sylvester's sealing of the court file.

On Friday, court papers revealed that Holmes was seeing a psychiatrist at the university. But they did not say how long he was seeing Fenton and if it was for a mental illness or another problem.

The University of Colorado's website identified Fenton as the medical director of the school's Student Mental Health Services.

An online resume listed schizophrenia as one of her research interests and stated that she sees 10 to 15 graduate students a week for medication and psychotherapy, as well as five to 10 patients in her general practice as a psychiatrist.

(AP) ? Queen Elizabeth II toured London's Olympic heartland Saturday hours after she surprised a worldwide audience by starring as the newest Bond Girl.

The queen got a bird's eye view of the Olympic Park complex atop the 377-foot (115-meter) Orbit sculpture beside the stadium, where on Friday night she officially opened the 2012 Games. Her husband, Prince Philip, and London Mayor Boris Johnson accompanied her as she rode up two floors in the sculpture's elevator to meet designer Anish Kapoor.

Dressed in a royal blue silk dress, crepe coat and matching hat, the queen could be heard remarking at the views of the London skyline and countryside up to 20 miles (32 kilometers) away. She was also wearing a brooch given to her in 1948, the last time London hosted the Olympics and four years before her accession to the throne.

Johnson said the queen had told him she was "very, very impressed with the success of her first film appearance, her first dramatic venture. It was very funny and seems to have gone down particularly well with the international audiences."

Buckingham Palace confirmed that the 86-year-old monarch agreed last year to participate in Danny Boyle's film portion of his four-hour opening ceremony extravaganza. Filming took place at the palace in March and April and featured two of the queen's corgi dogs: Monty and Holly.

Boyle's production involved Daniel Craig, the current James Bond, striding into Buckingham Palace to escort his VIP guest to the Olympic ceremony. Many watching had expected a famous actress to play the role of the queen, and untold thousands in the audience audibly gasped as the real-life queen was seen to swivel round in her desk chair and declare: "Good evening, Mr. Bond."

At the end of the film segment, two stuntmen dressed as Bond and the queen parachuted from a helicopter into the stadium, and moments later Elizabeth and Philip emerged in the stands.

Boyle told NBC television that the queen had been a natural. "You don't have to tell her something twice," he said. "She picks it up straight away, about cameras and angles."

The scenes were filmed in March and April, after the queen agreed to take part last year.

The queen offered more surprises Saturday as she paid a walking visit to the athletes village and met about 150 members of the British Olympic team. Spectators took in the scene from balconies draped in Union Jack flags.

"For her to come through and meet the athletes, and see where we're living, it was amazing," said Rose Anderson, 24, a member of the women's basketball team.

"She went inside one of the athletes' bedrooms and chatted to us. It was just awesome, especially after last night," she said, referring to the opening ceremony. "Last night will never be topped. I'll never get an experience like that again, and then this will never be topped either."

The queen also met athletes from other nations in the dining hall.

"She's beautiful," said Jess Fox, who competes for Australia in the canoe slalom. "We saw her from afar last night in the stadium, but it was amazing to see her like this."

How to talk to your Mac: Using diction effectively

It's system-wide, and works in any app where text can be entered. Before you dive in and start speaking to your Mac, here's how to use it to its fullest.

If you've used a tool like Dragon Naturally Speaking, Siri on your iPhone, or Google Voice Actions (or another personal assistant) on your Android phone, you know how Dictation works already. The difference here is that instead of using Dictation to issue commands, search the web, or call friends, it's ideal for writing documents, commenting on articles, and turning your thoughts into blocks of text anywhere text can be entered. Here's how to set it up.

Enable Dictation in System Preferences

  1. Click the Apple Menu and select System Preferences
  2. Under "System" click "Dictation and Speech."
  3. Toggle Dictation from Off (default) to On.
  4. Optional: Change the default keyboard shortcut to enable dictation?if you use an external keyboard, you may not have a dedicated function button.

Once enabled, tap the function key (FN) twice (or whichever shortcut you selected) to start or stop Dictation. You can also skip System Preferences entirely by tapping the function key twice from any window, but we think the long way is best so you can change the shortcut if you want.

  • "New Line"?inserts a carriage return.
  • Dollar amounts and dates are automatically recognized, so saying "thirteen dollars and twenty five cents" will appear as "$13.25," and "july twenty-fifth twenty-twelve at 9 PM" will appear "July 25, 2012 at 9PM."
  • "Smiley" and "Frowny" correspond to their emoticons, and are displayed as ":-)" and ":-(" respectively.
  • Punctuation like "comma", "period", and "quotation mark", all work the way you would expect.

Dictation works out of the box. You don't need to train it with your voice, and while it does get better over time as it learns your voice, it's not like many mobile assistants that need hours of input before they work effectively. Best of all, it supports US, UK, and Australian English, so an accent from any of those locations won't matter much. If you use your Mac in a different language, Dictation also supports French, German, and Japanese, and will enter text spoken in those languages correctly.

Administration projects $1.2T 2012 budget deficit

(AP) ? The White House predicts this year's federal budget deficit will end up at $1.2 trillion, marking the fourth consecutive year of trillion dollar-plus deficits during President Barack Obama's administration.

The bleak figures, while expected, are sure to add fuel to the already heated presidential campaign, in which Obama's handling of the economy and the budget is a main topic. Friday's release came as the government announced that U.S. economic growth slowed to an annual rate of just 1.5 percent in the second quarter of this year, as consumers cut back sharply on spending.

The White House budget office also predicts for this year that the economy will grow at a modest 2.6 percent annual rate and that the jobless rate will average 8 percent. It forecasts modest growth of 2.6 percent next year ? down from the 3.0 percent it predicted in February ? before rising to 4.0 percent in 2014. Unemployment would remain above 7 percent through the end of 2014, registering at 7.3 percent, the report predicts.

"The economic recovery that began in 2009 will continue at a moderate rate and unemployment will gradually decline," Jeffrey Zients, the acting White House budget director said in a blog post. "The economy still faces significant headwinds," he added.

The 2012 budget year ends on Sept. 30. The White House also predicted that next year's deficit will fall just short of $1 trillion, higher than it predicted in its February budget release. The predicted deficit for 2012 actually improved by $116 billion, but some of that was because Congress didn't enact much of Obama's jobs plan.

But the White House promises deficits will drop to about 3 percent of the size of the economy by 2017, in part through $1.5 trillion in tax increases over the coming decade.

The White House report ? released Friday afternoon with the Olympics poised to distract voters for two weeks ? again trumpets Obama's longstanding approach to tackling the deficit. It includes tax increases on families earning above $250,000, already enacted "caps" on agency operating budgets and modest savings from federal benefit programs like Medicare and Medicaid.

"Since taking office, the president has worked to restore fiscal responsibility," says the OMB report.

Republicans scoffed, noting that Obama has violated his promise to wrestle the deficit in half by the end of his term.

"The president's string of broken promises on our nation's fiscal challenges weighs heavy on an anemic economy," said House Budget Committee Chairman Paul Ryan, R-Wis. "The president's commitment to ever-higher government spending and his failure to deliver on his economic promises have resulted in the fourth-straight budget deficit in excess of one trillion dollars."

Under Obama's budget plan, the total U.S. debt would reach $16.2 trillion by the end of the year and soar to $25.4 trillion at the end of a decade's time.

"America can have robust economic growth ? and avert a catastrophic debt crisis ? but it requires a credible fiscal plan and the leadership necessary to achieve it," said top Senate Budget Committee Republican, Jeff Sessions of Alabama.

The government is likely to reach its borrowing cap ? the subject of a fierce fight last summer between Obama and Republicans ? late this year or early next year, which is going to require the next Congress and either Romney or Obama to act together to increase the borrowing cap. That is seen by many as an opportunity to force lawmakers to finally tackle the country's major budget problems.

Also looming is the so-called fiscal cliff, a combination of big tax increases and deep, automatic budget cuts slated to begin in January unless Obama and congressional Republicans step in to block them this fall or during a postelection session of Congress. Many economists say that if the government plunges over the fiscal cliff it could drive the economy back into recession.

Romney, for his part, offers relatively few specifics on the budget but promises to bring total government spending down to 20 percent of the U.S. economy by the end of a first term in 2016. That is roughly in line with where it was during Republican George W. Bush's presidency. Government spending now equals 24 percent of gross domestic product.

Palestinian official visits Auschwitz memorial

WARSAW, Poland (AP) ? An adviser to Palestinian President Mahmoud Abbas visited the memorial at the German Nazi death camp of Auschwitz on Friday to pay respect to some 1.5 million camp victims, mostly Jews.

Ziad al-Bandak, a Christian who advises Abbas on Christian affairs, visited prisoner blocs, gas chambers and a crematorium in the Auschwitz-Birkenau complex, which the Germans built and operated in southern Poland during their World War II occupation of the country.

It was a rare visit by a Palestinian to the camp. In 2007, the Palestinian and Israeli ambassadors to Poland made a joint visit to the memorial.

Al-Bandak, who came at the invitation of a private Polish foundation promoting tolerance, laid flowers at the Death Wall in Auschwitz, where Polish resistance fighters were summarily executed and placed a light at the monument to the camp's victims.

From 1940-45, some 1.5 million people were killed in the camp's gas chambers or died of starvation, disease and forced labor in inhuman conditions.

Last year, a large delegation of Muslim dignitaries from Morocco, Jordan, Turkey and Iraq visited the camp.

How long had you been cooking up this screenplay?

I had the original idea in the summer of 2009, and wrote about 20 pages and then put it away because I could see what the broad comedy of the story was. But I knew that?s not what I wanted to write. I wanted to let it sit around with me for a little longer before I really started to do it in earnest. Then I did ?The Behanding of Spokane? on Broadway in the Spring of 2010 and I had time during the day, so I just tackled it. I wrote it in like three weeks and sent it off to producers.

What happened in that in-between stage during the writing process that gave you the confidence to delve into the more dramatic aspect of the work?

I think that this movie is not autobiographical at all, but it?s very personal. It draws on a lot of things that I?ve experienced in relationships where there?s been a power in balance, and where I?ve felt that the person I was with loved some idea of me, and not the actual person. That?s a hard thing to write about. The movie goes to a pretty dark emotional place. I just really wanted to be careful before I started writing that I knew exactly what I was trying to write, and that I was in control of the story. I didn?t make an outline for this movie. I really felt like they were speaking to me, so I wanted to be in the right shape to receive them. Sometimes when you clamp down, the muse doesn?t speak to you.

Secure Data Storage

Features and functionality are often front and center in a cloud service provider?s website, but what about internal security procedures? How is your data being stored and who has access to it? What information will the vendor disclose in the case of a security breach? These are important pieces of information that are not always clearly answered, or at the worst of times, are overlooked.

It is imperative to understand the risk profile of the cloud service provider you are dealing with. Ensure they provide full disclosure of all applicable logs and data; and their monitoring and reporting procedures include the all the necessary information you need to prevent or mitigate security breaches.

Having said all that, this process should not be a surprise. As Lee House, Vice President of IBISInc, wrote in a recent article, ?The reality that many businesses do not take into consideration is that on-premise applications residing on a server are also connected to the internet, albeit indirectly, and can be hacked by those that have the skill and the desire. What your business needs to consider is what kind of resources you can allocate to the protection of your data, whether it be stored in a cloud solution or not.?

Data protection is not a new kid on the block, but in the cloud it requires a new approach.

Software Interfaces

Customers interact with the cloud often through a set of software interfaces or APIs. Security of cloud services is directly tied to the security of these APIs.

According to the Cloud Security Alliance (CSA) in their report, Top Threats to Cloud Computing, ?Reliance on a weak set of interfaces and APIs exposes organizations to a variety of security issues related to confidentiality, integrity, availability and accountability.? Moreover, many companies build upon interfaces to offer value added services to customers. As the complexity of the API increases, so too does the risk. Organizations are often required to give their credentials to third parties when building APIs, which increases the potential for a redirection attack or man-in-middle message alteration attack.

To reduce these risks, ensure strong authentication measures are in place and access controls are implemented in conjunction with encrypted transmission.

User Access

Data stored on a cloud provider?s server can potentially be accessed by an employee of that service provider who is not authorized to do so. As an organization, you are not always privy to which employees of the service provider have access to your data. It is, therefore, best practice not only to carefully consider the information you are publishing to the cloud, but also to ask providers for specifics about the people who will be managing your data. In addition, as mentioned repeatedly, make sure any data you do store is encrypted! That way, should a breach occur, your data is that much harder to access.

Man City expose Arsenal weaknesses

Manchester City exposed problems in the heart of Arsenal's defence to seal a 2-0 friendly victory at Beijing's Olympic stadium on Friday.

Two goals just before half-time from Pablo Zabaleta and Yaya Toure proved enough for the Premier League champions against an Arsenal side without many of its key players -- including wantaway captain Robin van Persie.

The striker has been at the centre of transfer speculation linking him to both Manchester clubs. City boss Roberto Mancini earlier this week said he was a keen admirer of the Dutchman.

Arsenal started brightly in torrential rain at the "bird's nest" stadium.

Theo Walcott -- known as Xiao Laohu, or tiger cub in Chinese -- burst through the right on four minutes to cross for fellow England international Alex Oxlade-Chamberlain, but the chance was snuffed out by Stefan Savic.

Ten minutes later Gervinho weaved inside the box to lay off to Walcott, whose effort was blocked.

Walcott then created a chance for himself, much to the delight of the home crowd, who cheered his every move.

The forward made space just beyond the left-hand side of the penalty box, but his attempt to curl the ball into the right corner went narrowly wide.

Moments later Carlos Tevez darted into the box and attempted to play himself through by clipping the ball around Arsenal rookie Carl Jenkinson.

But the Argentinian pushed the ball too far and it ended up safely in the hands of Arsenal's reserve keeper Lukasz Fabianski.

City were beginning to gain the upper hand and went in front five minutes before half-time.

Defender Jenkinson was caught out of position and Yaya Toure dribbled beautifully into space before laying the ball off for the in-coming Zabaleta, who drilled home from inside the box.

City made it 2-0 just three minutes later, again taking advantage of some poor defending from Arsenal.

The dangerous-looking Aleksandar Kolarov ran into space down the left and cut a deep ball into the box which was laid off by Sergio Aguero for Yaya Toure to tap in from close range.

City took their foot off the pedal in the second half and defended deep, much to the frustration of Arsenal.

Oxlade-Chamberlain was unfortunate not to pull one back for Arsenal when he hit a rasping shot from the edge of the area which bounced off both posts.

Half-way through the second half, Tevez jostled past Kieran Gibbs to find space for himself on the right. He crossed for Aguero, who somehow missed the target from close range.

If Colonoscopy Picks Up Cancer Risk, Get Next Screen in 5 Years: Study

WEDNESDAY, July 25 (HealthDay News) -- People who have had a colonoscopy during which a high-risk potentially cancerous polyp was removed may not need another colonoscopy for five years, German researchers report.

If this suggestion were to be adopted, it would be a change from the current recommendation in the United States, which calls for another colonoscopy three years after a high-risk polyp -- one that is likely to become cancerous -- is removed.

"This is a case control study, so they didn't follow a group of individuals over time to assess the impact of polyp removal," said Dr. Durado Brooks, director of prostate and colorectal cancers at the American Cancer Society.

That kind of patient follow-up, however, did take place in the study that established the current U.S. recommendations for colonoscopy, he noted.

In addition, while the German study looks at the odds of cancer developing over time, the older study that set the U.S. guidelines looked at the odds of a new polyp developing, Brooks said.

"The time frames they are recommending are something that might be considered, but you cannot make changes in current guidelines based on this study," he said.

The report was published online July 23 in the Journal of Clinical Oncology.

For the new study, a team lead by Dr. Hermann Brenner, at the German Cancer Research Center, in Heidelberg, looked at medical records of more than 2,500 people who had a cancerous polyp removed and compared them to nearly 1,800 people without such polyps.

They compared surveillance intervals of less than three years, three to five years, and six to 10 years before receiving another colonoscopy.

Looking at the risk of finding colorectal cancer, even for those with high-risk polyps, "strong, statistically significant risk reduction by 60 percent was seen for the less-than-three-years time window and by 50 percent for the three-to-five-years time window," the researchers wrote.

This was true for men, women, young and old, they added.

Their results suggest that surveillance colonoscopy could take place five to 10 years after the a low-risk polyp was found and removed, and possibly also be prolonged to five years for high-risk polyps, the researchers concluded.

The current recommendation for people with high-risk polyps is to have another colonoscopy three years after the polyp was removed, Brooks said.

If new polyps aren't found, then another colonoscopy isn't needed for 10 years, he said.

The 10-year span between colonoscopies is the recommendation for anyone who has a normal colonoscopy, Brooks added.

The advantage of extending the time between colonoscopies from three to five years in patients with high-risk polyps is the use of resources, he said.

The problem is that doctors don't follow the current guidelines.

"If we could get clinicians just to follow the current recommendations we could expand our resources considerably," Brooks said. "Right now far too many people are getting colonoscopies done at intervals that are not recommended by anyone's guidelines."

Some people who have had high-risk polyps get a colonoscopy every year. Many people who have normal colonoscopies get another after five years, Brooks said.

All the evidence shows that colonoscopies every five years is much too frequent, he said.

"We are doing far too many colonoscopies on people who are in the system, but there are at least 40 percent of adults at risk who have never been screened," Brooks said. "If you're 50 and older and never been screened -- get screened."
